From a strategic perspective,a country's foreign strategic choices are influenced by factors such as its strategic environment,strategic philosophy,strategic goals,and strategic means,and bear a profound historical tradition.By sorting out its strategic traditions,it can be found that Japan 's strategic ideas are easily influenced by leaders,its strategic goals are steadily based on the pursuit of the status of a great power,and its strategic means mainly focus on economics,security,and technology.This is the case of the strategic choices currently made by Japan around the "Indo-Pacific" framework.At present,Japan's "Indo Pacific" is a comprehensive product of its long-term geopolitics,diplomatic propaganda slogans,and coordination of power relations and other strategic behavior models,and it is deeply influenced by Prime Minister Shinzo Abe.Geographically,it pays attention to the links between Japan and the Asia-Pacific region and other regions,promotes the so-called "universal values" in its slogans,and emphasizes coordination with allies such as the United States,Australia,and India,"quasi-allies",and friendly countries in relations between major powers.,With a fundamental intention to deal with "China's rise" and "containment of China".After a long period of foreshadowing and conception,the Japanese "Indo-Pacific" was formally introduced with the Liberal Democratic Party and Abe Shin to seize power three times.Affected by changes in the objective strategic environment,Japan's "Indo Pacific" recently made a strategic choice to switch from "strategy" to "conception".On the surface,Japan 's choice was influenced by the ASEAN countries at the 2018 ASEAN Summit,but through the propaganda and substantive analysis of the strategic concept,strategic environment,strategic goals and strategic means of Japan 's “Indo Pacific” It can be found later that this strategic choice is actually guided by Abe's "pragmatism based on new nationalism" concept,facing the relatively balanced environment of "Indo-Pacific" in various countries in the world,in order to achieve the long-term goals of Abe and the Liberal Democratic Party and Japan And make a compromise choice.It essentially reflects Japan's current "catch-up mentality" of trying to "meet both sides" in the context of Sino-US competition.Basically,it is a kind of strategic hesitation and strategic confusion.At the same time,Japan's "Indo Pacific" is still facing a series of difficulties and issues.If it is not paid attention to and overcome,it may be difficult to realize its so-called "free and open Indo-Pacific" vision.It is worth noting that some of the arguments in this article have been confirmed in the latest edition of the East Asian Strategy Overview 2020 by the Japanese Ministry of Defense,which further confirms Japan's current strategic hesitation and strategic confusion.
