After Abe Shinzo took office again in 2012,the Japanese government turned the concept of "Indo-Pacific" into a policy.Indo-Pacific Diplomacy has become an important foreign policy of Japan.Indo-Pacific Diplomacy reflects the new diplomatic trend of the Japanese government,and will inevitably have an impact on Japan's diplomacy and its foreign relations with regional countries.Analyzing the impetus behind it and the policy practice may help better understand Japan's diplomatic changes.The thesis will try to answer the following question: what is the core variable that drives the Abe administration to carry out Indo-Pacific Diplomacy? The thesis is divided into five parts: the first chapter discusses how the Abe administration put forward the policy of Indo-Diplomacy;the second chapter analyzes the driving forces for the adjustment of Japan's foreign policy through the analytic hierarchy process(AHP);the third chapter discusses Abe's policy changes and its layout;the fourth chapter summarizes the current policy practice and objectives through the analysis of Japan's official documents and reports;the last chapter provides an assessment and outlook on the Indo-Pacific Diplomacy of the Abe administration.Through analysis,the thesis finds out that except the influencing factors of international system,international relations and domestic politics,Abe's personal preference is the major impetus of Japan's policy adjustment.After taking office,Abe created the political structure of "a strong Abe" at home,carried out strategic diplomacy abroad,and put forward three pillars to realize the "Free and Open Indo-Pacific",enriching Indo-Pacific Diplomacy into a foreign policy that contains the connotations of economy,security and international order.Japan's international impact can be enhanced through Indo-Pacific Diplomacy.The Abe administration's foreign policy shows the characteristics of both competitiveness and cooperation.China and Japan should seek dialogue and cooperation in the region and work together to build an inclusive and open Indo-Pacific.
