At present,the competition between countries is becoming increasingly fierce.The core of the competition is the competition for talents.At the same time,with the continuous development of China's reform and opening up,people put forward higher requirements for the government's administrative capacity,organizational capacity and management capacity.The Group of civil servants is not only the country's precious human resources,but also the organizers and managers of the country and society.It is of far-reaching significance to carry out career planning of civil servants and explore the way of career development.On the one hand,the study of career planning of civil servants is beneficial to the individual career development of civil servants and the realization of self-value,on the other hand,it can enhance the administrative capacity and efficiency of government organizations and realize the win-win situation of both government and civil servants.In this paper,the grass-roots civil servants in Yongjia County as the research object,through the combination of theoretical research and empirical research,the use of questionnaires and face-to-face interviews,through the analysis of survey data,mainly for the lack of clear career planning;Narrow career promotion channels and communication scope;The assessment system is not perfect;Leaders pay insufficient attention to their subordinates' career planning;The career planning management system is incomplete.Then,the attribution of the problems,resulting in yongjia county grass-roots civil servants career planning problems of the following reasons: civil servants lack of personal career planning management;Lack of humanism management consciousness;The role of the leader is unclear;Not to establish a perfect career planning management system;The influence of geographical environment.Finally,based on the relevant theories of civil servant career planning and the reality of Yongjia,the following countermeasures are proposed to improve the career planning of grassroots civil servants in Yongjia County: establish clear career planning;To realize the construction of diversified career channels;Establish a sound career planning and management system;Give play to the leading role of leadership;Establish the concept of "people-oriented" career planning;Establish a regional exchange and post rotation system of grassroots civil servants with Yongjia characteristics.It is hoped that through this study,it can promote the development of individual career planning of grass-roots civil servants in Yongjia County,and improve the administrative capacity and efficiency of Yongjia County government organizations.
