Research On The Function Of The Government In The Operation Of College Canteens

According to statistical data from the Ministry of Education,the number of students enrolled in colleges and universities in December 2016 was 37 092 000.(The annual enrolment of post-graduate students was 667 000,with 1 981 000post-graduate students in school.7 486 000 students were enrolled in general colleges,and 26 958 000 students were in school.)Such an enormous number is both an opportunity and a challenge for university cafeterias.The main consumer group university cafeterias face is students,supplemented by teaching and administration staff.Therefore,university cafeterias act as an important place for students in their studies and life.The food condition,prices,food safety,environment,and service all affect the safety and social harmony of the campus.A university cafeteria is an important part of a university,and the government's supervision plays a vital role in the normal operation of a university.At the same time,as a supervisor,the government has a series of responsibilities in regards to university cafeterias.University cafeteria management is one of the government's functions.For the government,university cafeterias are not only an object of management,but also an object of service.For the government and university cafeterias,the final service object is dining hall students.At present,the existing research on university cafeterias is only directed at management,service,and other problems inside cafeterias.This paper uses questionnaires,in-depth interviews,literature reviews,and so on.The first chapter elaborates on the purpose and significance of writing this paper,and summarises the research status and fundamental theories at home and abroad.The second chapter first takes the Dalian municipal government as an example,and analyses the current situation of government functions in the operation of university cafeterias in Dalian city.This paper systematically carried out questionnaires studying the food consumption behaviour of university students,their diet and lifestyle,their satisfaction towards cafeteria services,and so on.The current operating situation of university cafeterias in Dalian city is analyzed,including the pricing system of university canteens in Dalian,the regulatory mechanism of the catering service market in colleges and universities,the service level of cafeterias in Dalian's universities and colleges,and the food hygiene and food quality of university cafeterias in Dalian.Secondly,the role of the operation of university cafeterias in Dalian city is summarised,including: the government should ensure the standardisation of Dalian city university cafeterias,guarantee food quality in Dalian city cafeterias,find an equilibrium price for university cafeterias and promote the environmental education of Dalian university cafeterias.The third chapter explores the relationship between the difficulty of operating university dining halls in Dalian and government functions.Research has found that the government is weak in serviceawareness,and there is a single service structure for university cafeterias in Dalian.The government has weaknesses such as the socialization of logistics,the difficulty of marketization reform,the inadequate quality of management and the lack of attention to the educational function of university cafeterias.The fourth chapter is about how to improve the function of the government in central university cafeteria operations.Suggestions are made to the government on the following six aspects: emphasizing the government's change of awareness,government functions combining authority and democracy,strengthening the government's diversification management,guaranteeing the quality of government supervision,improving the pricing mechanism for university cafeterias,and deepening humanistic education by nurturing virtue and talent.The purpose of this paper is to provide new ideas for the government to manage university cafeterias,to increase the educational role of university cafeterias,and to improve the government's supervision and service to university cafeterias by analyzing the present situation of university cafeterias.Improving the management level of catering services in colleges and universities has both theoretical and practical importance.
