Shaanxi Province has a long history of colleges and universities.It was born before and after the founding of New China.It is an important force in the higher education team in Shaanxi Province.It is responsible for the transformation of Shaanxi Province from a higher education province to a higher education province.However,since it was transferred to the local government,it was under the leadership of the Shaanxi Provincial Government,and Shaanxi Province's industrial colleges and universities have gone through nearly 20 years of independent exploration.In the past ten years,along with economic adjustments and policy changes,Shaanxi industrial colleges have made some adjustments either actively or passively,and many problems have arisen in the process of rapid scale expansion.The problem of weakening characteristics is particularly serious.Although the beginning of the next decade,some colleges and universities began to reflect on the development of their own characteristics,but the results achieved little.Shaanxi's industrial colleges and universities urgently need the theoretical guidance of characteristic development,strengthen their characteristics,and improve their quality to meet the requirements of the connotative development of higher education in the new era.This study believes that the more mature collaborative education model of production and education can provide new ideas for the development of Shaanxi industry universities.In addition,the theory and practical experience of the integration of production and education in colleges and universities are relatively lacking.This study enriches the theory of classified development and characteristic development of higher education to a certain extent,and tries to promote the integration of production and education in universities and colleges in Shaanxi Province and even the whole country practice development.Firstly,this study uses the literature method,text analysis method and stratified sampling method.The stratified sampling is mainly based on the results of the fourth round of disciplinary evaluation on the stratification of nine high-level industrial universities in Shaanxi Province.Four sample colleges with typical and representative values were selected,and their planning texts were analyzed in the status quo.In the theoretical foundation and realistic foundation of the integration of production and education in local industry,resource integration theory and synergy theory are the basic theories forming of the integration of production and education.The basic practice part is based on the functional orientation of labor supply in local industry universities.The school-enterprise cooperation is regarded as the realistic basis for such universities.Secondly,through the analysis of the 13th Five-Year Plan texts of the four case universities,the development status of the universities in all levels of Shaanxi Province is revealed from the four dimensions of development foundation,development goals,development ideas and strategies,and development content.Among them,the status quo of the research content is mainly classified according to the four functions of colleges and universities.According to the status quo of development,in addition to facing the challenges of economic,policy,industry and higher education changes,the characteristics of Shaanxi's industrial universities are faced with the convergence of goals caused by inaccurate positioning,the weakening of disciplines,professional and talent training,and the shortage of school funds.And the issue of distinctive culture is not clear.Finally,taking the integration of production and education as the field of vision,the reasons for the development of the characteristics of Shaanxi universities and colleges can be summarized into four aspects.The first is that at the government level,the lack of continuity and rationality in the introduction of policies;the second is at the university level.The concept of integration of education between industry and education is lagging behind and the basic supporting facilities are absent.The third is that at the industry level,the economic situation has a greater restrictive force on the direction of professional development.The fourth is that at the social level,cultural traditions hinder the practice of integrating education between industry and education in universities.The corresponding countermeasures are also concentrated on four levels.They mainly call on the government to establish and improve the system of integration of production and education in higher education.The university implements and guarantees new measures for the integration of production and education.The industry organizations strengthen communication and collaboration with industry universities.People in society can create an atmosphere recognizes the integration of production and education in universities.
