As the national administrative management of public transport policy changing,official cars started from the extensive management,the cost is high,private phenomenon is relatively serious,vehicle management towards a compact car,strict car management,disposal of excess vehicle development.But in the short term,the administrative institution of our country still exists a lot of official vehicles,the original vehicle management methods can’t solve the problem of complexity,this needs through information technology to solve the numerous problems.This paper is based on the official vehicles of jiangsu province,and develops and sorts out the system.The main achievements and contents of this paper include:use case diagram and demand analysis table to analyze the use case of vehicle application,vehicle management,location monitoring,resource management and operation management;Taking vehicle maintenance process and vehicle scheduling process as an example,the system process is analyzed and sorted out.According to the construction principle of "one network in the whole province",set up a three-level system structure.System level architecture includes two standard and the content of the seven layers:acquisition,infrastructure layer,network layer,data layer,application layer,display layer,user layer,data standards,and safety management system.In terms of technical architecture,we adopt MVC container technology,Ajax technology,Http POST interface and other technologies.According to the need of the vehicles in jiangsu province,the function of this system is divided into eight modules:car application,resource management,traffic management,operation management,monitoring and dispatching center,electronic fence,system Settings.This paper focuses on the detailed design of several functions of vehicle application,vehicle management,location monitoring,resource management and operation management,and detailed design of module sequence diagram and class diagram.The system implementation and test environment are deployed,and the implementation technology of the system front end,service layer and data access layer is explained.The application of vehicle application,vehicle management,location monitoring,resource management and operation management are respectively described and implemented.The content of the system is designed,including functional test,user interface test,security and access control test,compatibility test,etc.,and the test results are displayed and analyzed.At present this system has entered the stage of practical operation,through the application of the public transport information management system,provides a standardized data structure and data interface,formulate a unified directory data resources sharing,through the system to achieve the officialcars use online supervision,provincial,city and county level 3 information connectivity;Through the system to use,to satisfy the authority affairs administration official cars information construction requirements,to achieve the different units,different departments of the official daily operation of accurate control,provides the effective basis for the official management,data display and auxiliary analysis,effectively reduce the official car cost,management cost and illegal car rate,improve the efficiency of the car,emergency scheduling ability and service level of public management.
