Research On Optimization Of Budgetary Expenditure Structure Of Inner Mongolia Administration For Industry And Commerce

In recent years,industrial and commercial industry has flourished in Inner Mongolia Autonomous Region,in which financial management system has been played a positive role and financial budget has basically guarantee the economic growth,but financial expenses faced with many problems.Firstly,the gross of financial budget expenditures is lack,which is difficult to meet the urgent requirement of the current stage of the development of administration for industry and commerce and law enforcement supervision.Secondly,the structure of financial budget expenditure is not reasonable and there is the problem of structural imbalance.Thirdly,Their existed obvious contradiction between excellencies budget and the implementation.The administration for industry and commerce will face to conscientiously implement to speed up the transformation of economic development,to adjust the strategic plan of economic structure,to support the cities the core of which is Hohhot,Baotou and Ordos along the Yellow River and railway line,to inosculate eastern part of city into the development of the Northeast Economic Circle,to put efforts to eliminate the differences of market access policy,to strengthen the supervision of food safety,and to cooperatively combat trans-regional economic crimes and other favorable factors to realize the transformation of law enforcement and regulatory in future.To make the development of expenditure structure to a direction conducive to industrial and commercial business,the administration for industry and commerce should be based on the financial expenditure structure variation of the autonomous regions,and proactively eliminate the irrational factors in the expenditure.This paper first briefly reviews the Chinese and foreign research theory of fiscal spending,define the content and classification of the structure of fiscal expenditure,and discuss the factors affecting the financial expenditure.Secondly,by studying the structure of fiscal expenditure status of the region's administration for industry and commerce,this paper has analyzed the fiscal expenditure structure of the administration for industry and commerce in Inner Mongolia by horizontally comparing the expenditure and excellencies expenditure accounting for the financial expenditure,per capita expenditure and the expenditure elasticity with other provincial business sector and government administration level and longitudinal comparing expenditure levels within the department.Then we has proposed the shortcomings of the current expenditure structure of administration for industry and commerce,that is,rapid growth in personnel expenditures,less percentage of financial investment in the enforcement special expenditure of administration for industry and commerce,a serious shortage of law enforcement special expenditure in food safety,I also concluded that different counties in the administration for industry and commerce have great difference.The reasons for these problems include that administration for industry and commerce has been in particular stages of economic development,reform of government institutions has faced with inter-departmental powers restructuring,size of the regional financial expenditure is limited,budget management system is imperfect,and so on.These produced many negative effects,for example,restricted long-term development of industrial and commercial undertakings,widen the gap between administrative cost and law enforcement and regulatory costs,shortage of food safety regulation,and damage to the country's preventing corruption,ans so on.Finally,the paper has proposed the goal to optimize the fiscal expenditure structure of the administration for industry and commerce in the region,medium-and long-term countermeasures and systems security.
