The Research Of Non-traditional Functions Of China Customs Under The Background Of "The Silk Road Economic Belt And The 21st-century Maritime Silk Road" Initiative

The initiative and construction of "the Silk Road Economic Belt and the 21st-Century Maritime Silk Road" in new period will build up new pattern of global trade.The four traditional functions of China Customs are taxing,supervision,statistics and anti-smuggling.Along with the change of international environment of politics,economics and culture as well as the expansion of economic globalization,what China Customs face are the more complicated domestic and foreign circumstances.Trade protectionism,terrorism,splittism,environment protection and nation security have become heated issues,which brings new challenges to Customs non-traditional functions.This paper emphasizes on how to perfect Customs non-traditional functions after the initiative of "the Belt and Road".Based on China's reality,combining the WCO and advanced countries' Customs experience,this paper tries to explore the suggestions and countermeasures for China Customs and to make contributions to economic prosperity,foreign trade boost and national security safeguard.This paper includes five chapters.The first chapter is introduction;the second chapter analyzes concepts and basic theories;the third chapter overviews the performance of non-traditional functions at home and aboard;the fourth chapter analyzes the dilemma and the reasons;the fifth chapter includes the suggestions to perfect the China Customs non-traditional functions under the background of"B&R".The advantage of this paper is a unique and innovative view to do research on how to prove China Customs' non-traditional functions on a special background.The disadvantage is that lack of the literature reference in and out of China and data,the research is limited.
