Study On The Clearance Process Reengineering Of Haikou Customs Under The Background Of Service-oriented Customs Construction

Customs as the national import and export supervision and control authority,plays an important role in promoting the opening up and protecting the national economy.In the context of economic globalization,China's foreign trade develops gradually,and the volume of import and export trade continues to increase,but the international environment for China's opening is also becoming increasingly complex.On the one hand,the development of world economy is more dependent on China's economic driving,and countries all over the world hope to get more trade opportunities in China and they hope that China will shoulder greater responsibility in international economic affairs;On the other hand,various barriers like trade protectionism encountered by China in foreign economic and trade have been increasing with the increase of China's trading volume for a variety of reasons.All walks of life have higher and higher requirements for customs clearance efficiency due to customs modernization and the new situation of foreign trade,however,the existing customs clearance operation is becoming more and more difficult to meet the needs of the customs and the community.After the government proposed the construction of a service-oriented government,the General Administration of Customs implemented the national policy by clearly setting the goal of building a service-oriented customs,the contradiction between the convenient and efficient customs clearance service and the effective and close supervision requirements faced by the Customs at the stage has become more prominent in the construction of service-oriented customs.Current customs clearance process in seaport customs is taken as the subject in the paper,and the feasibility of reconstructing seaport customs to optimize customs clearance process in seaport customs through flow reconstruction theory.The current situation and existing problems of current customs clearance process in seaport customs are analyzed in the paper,make use of flow reconstruction theory to reconstruct customs clearance process by taking the establishment of customs tax risk center and risk center as an opportunity to solve the contradiction between the convenient and efficient customs clearance service and the effective and close supervision so as to facilitate the development of import and export trade.
