Research On Financing Issues Of My Country's PPP Model

With the deepening of structural reforms on the supply side,the demand for high-quality public goods and services is also constantly expanding.The PPP model is a brand-new development model for the construction and operation of public goods that have risen in recent years.However,the development of China's PPP model is far from perfect.The external performance of the PPP project is difficult to achieve.In fact,there are problems in the financing of project construction.Therefore,this paper mainly analyzes the problems existing in the financing of the PPP model,and combines the theory of investment and financing and the successful use of foreign experience to explore the path to promote the healthy development of PPP financing in China.On the one hand,the arrival of the new era of PPP development is of great significance to transforming government functions and fully mobilizing the participation of market participants in project construction.At the same time,it also brings new opportunities for urban and rural infrastructure development,and can also enhance the well-being of the people;On the other hand,after analyzing China's PPP mode of financing,financing structure,and financing risks,it is found that China's PPP model still has many problems in financing,especially with a single financing structure,low participation in private capital,poor access to social capital,and the incompleteness of the policy and legal system,which has seriously hampered the development of PPP in China.Therefore,solving the financing problem in the context of a new era of socialism with Chinese characteristics is an urgent requirement for the development of China's PPP projects.After considering the actual situation in China and drawing lessons from the application experiences of typical foreign countries,we believe that PPP financing in China can improve the management mechanism setting,establish a systematic risk management mechanism,optimize the financing structure and innovative financing tools,and increase the participation of private capital.The withdrawal methods of social capital and the introduction of the Basic Law of PPP have improved the ability and level of PPP financing in China,and promoted the sustained and sound development of China's PPP model.
