Restricted by the income level, the food security level of low income families in cities is likely to face a greater impact.Acoording to the theory of priority, government assistance Should be given priority for family in a bad state. This article will examine the household calorie intake from these three dimensions, family size, including per capita labor intensity, with or without minors. When food prices rise, per capita calorie intake of the family will be affected.According to this, determine the priorities for implementing food security policies at family size, per capita labor intensity and with or without minors. The empirical results show that, family size does not significantly affect the per capita calorie intake status, but when food prices rise, the larger the family size, the more its calorie intake per capita declines. This means that when food prices rise, the bigger the family, the easier it is to face a food crisis or the deeper they fall into the food crisis. As per capita labor intensity increases, household caloric intake is significantly lower than the standard value. However, there is no significant relationship between the impact of rising food prices and labor intensity. This shows that the greater the labor intensity of the family, the worse the status of its food security level, but the effect of food prices on the level of food security is not affected by labor intensity. The families with minors are more likely to face food crises or face more serious crises. When food prices rise, their food security levels are significantly negatively affected. This means that the situation of the food security of the families with minors is even more worrying. When the price of food rises, they are more likely to fall into the food crisis or become more deeply involved in the crisis. In order to protect the food safety of urban low-income families,it is necessary to further strengthen food security and implement food security policies in an orderly manner. When food prices rise, the food security policy should be prioritized in the order of large-scale families to small-scale families, families with minors to non-minors in turn covering urban low-income families; However,as far as the labor intensity per capita is concerned, the government does not need to consider this family characteristic particularly when implementing food security policies.
