In 2004,the central government promulgated the "Promotion Law of agricultural mechanization",and increased the subsidy policy of agricultural machinery in the central fiscal support policy,which began to be implemented in the whole country.By 2016,the purchase of agricultural subsidies has been implemented for twelve years,in twelve years,a total investment of 120 billion special funds,in the implementation of this policy,get a good feedback,but there are also many problems,2017 is our country in rural areas to further deepen the reform of key,especially the convening of the nineteen in 2017 China Communist Party,China's development has entered into a new era,to accelerate the reform and development of agricultural modernization,plays an important role in the rapid and healthy development of the beautiful countryside of our country.However,the performance research on the purchase subsidy of agricultural machinery is not deep enough in some underdeveloped areas,which has led to many problems in the implementation of agricultural subsidies in many areas,but there are many problems.This paper from the theory of diminishing marginal returns,the economy of Heyuan city agricultural subsidies in developed areas in the implementation of performance,implementation effect in order to promote the purchase of agricultural subsidies in Heyuan,aiming to provide theoretical reference and feasible implementation of purchase subsidies in the underdeveloped areas for agricultural machinery.Starting from the performance problems of Heyuan agricultural machinery purchase subsidy,this paper first expounds the background,purpose and significance of the paper,analyzes the research status at home and abroad,and briefly explains the research contents and methods.By means of the theory of diminishing marginal returns of the purchase of agricultural subsidies in Heyuan City,mainly from the overview of the implementation and the implementation of two aspects of work are discussed,especially in the case of Heyuan city were investigated and analyzed,summed up the problems and the purchase of agricultural subsidies policy in Heyuan in the process of implementation.Secondly,to summarize the problems and causes,combined with the actual situation of Heyuan,put forward the corresponding countermeasures: strengthen the purchase of agricultural subsidies to capital investment;the two is to strengthen the distribution of agricultural subsidies difference coordination;three is the relevant policies to improve the purchase of agricultural subsidies;four is to strengthen the construction of agricultural mechanization service system five;strengthen supervision of agricultural subsidies;six is to increase the farmers' education efforts.Finally,the conclusion of the article and the future prospect are given,and the conclusion of this study and the direction of further research are expounded.Aiming at the implementation performance of Heyuan's agricultural machinery purchase policy,this paper puts forward specific research methods,and further enriches and perfected the content of the research,trying to study the implementation performance of agricultural machinery purchase subsidy policy in underdeveloped areas from a new perspective.At the same time,this article from the theory of diminishing marginal returns to subsidize the purchase of the implementation of the performance analysis of agricultural machinery,is conducive to the implementation of the performance of the purchase of agricultural subsidies in theory,which belongs to the theoretical innovation,is conducive to the purchase of agricultural subsidies to carry out more targeted,the focus of the implementation in Heyuan.At the same time,I hope this research method and theory will be applied more widely in the implementation of agricultural machinery purchase subsidy policy,which has important reference significance for the implementation of agricultural machinery purchase subsidy policy.
