| On the background that China's economic development has stepped into a new normal,the process of urbanization in China has also entered an accelerated stage,and the process of urbanization will inevitably bring about the supply of infrastructure and public services,which consequently puts forward new requirements for the national governance ability and modern financial system.The PPP mode,the combination of the project investment,construction,operation and the management mode of government and social capital,can effectively relieve the financial pressure and financial risk,and has important strategic significance to the development of our country's economy at the present stage.In this sense,to audit and supervise the PPP project has become one important issue in standardizing public investment construction projects for the Chinese government.Currently,there are many deficiencies in the PPP supervisory system;a notable one is the absence of PPP,which could play an essential supervisory role in regulating the projects.Therefore,based on incomplete contracting theory,principal-agent theory,and public trustee theory,this paper mainly examines Follow-up Auditing of PPP project in a whole-life cycle through literature review and case study.By analyzing the main risks involved in an intact process of the H project with the concrete cases,the paper analyzes the time of intervention and key audit contents,as well as designs the implementing rules of the audit scheme of the H project and the widely applicable operation standard.The paper concludes that the PPP project clearly reveals the characteristics of huge investment amount and long project cycle.These Characteristics underline the subjective role of the government and the necessity for implementing the Follow-up Auditing mode in the supervisory process.Finally,it puts forward some suggestions of improving the legal audit competence of PPP project and enhancing the professional capability of PPP auditor. |
