Research On The Implementation Effect Of Long-term Care Insurance

With the rapid development of the economy,the living standard of Chinese people is increasing.However,the deepening of population aging leads to more and more elderly population.Meanwhile,the family nursing function is gradually weakening because of the shrinking of the family size.Hence,the long-term care insurance system has become one of the research hotspots to cope with the aging population,improve the well-being of people,achieve social equity and justice and maintain social stability.It is well known that the city of Qingdao promulgated the " Suggestions about Establishing a Long-term Medical Care Insurance System(Trial)" in 2012.And it has been 6 years for exploration of the Long-term Medical Care Insurance System in this city.Therefore,Qingdao is selected as the research sample to study the implementation effectiveness of the long-term care insurance system in this paper.It is of significance to improve the long-term care insurance system of Qingdao and guide the development of the long-term care insurance system of China through our investigation and research.The data on the long-term care insurance were obtained through the way of questionnaire of 300 elderly people in the Southern District,the North District,Li Cang District and Huang Dao District of Qingdao.Based on descriptive statistical analysis and regression analysis,this paper focuses on the implementation of the long-term care insurance in Qingdao and its effects by combining interviews.The research conclusions are as follows:(1)The overall implementation effectiveness of the long-term care insurance system in Qingdao is encouraging due to the better understanding of the participants and their higher satisfaction and insurance ratio.(2)The regression analysis results indicate that the factors such as the individual,economy,family structure,physical health,outlook,future plans on nursing and recognition of the relevant system have a significant impact on the implementation effectiveness.(3)There are still some problems in the implementation of the long-term care insurance system in Qingdao.First,insufficient propaganda of the government leads to the lack of insurance consciousness in parts of the population.Second,the service level of the institutions needs to be improved.Third,the nurses are understaffed and not professional enough.Fourth,relevant policies need to be improved,and an effective regulatory regime has not been built yet.Aiming at the problems above,the following suggestions are put forward on the basis of policy: First,the government strengthens the public awareness of the insurance by increasing the publicity.Second,the institutions promote their service level and strengthen their own construction.Third,the construction of nursing team achieves specialization through improving staff quality.Fourth,the state must strengthen the strict constraints by consummating the relevant policies.Additionally,enhancing supervision and implementing the reward and penalty system will be conductive to improve the current situation.
