Research On The Impact Of Loan Risk Compensation Funds On Regional Technological Innovation

China economic development has entered a critical period of reform and the supply side,innovation driven development strategy has become the main motive force of the development of China in regional economic development.Regional economic center of the enterprise is an important cradle of the development of technological innovation,but in the supply side reform situation,the main resistance of enterprise financing difficult to become regional technological innovation.Therefore,the payment to the bank or the government the Guarantee Corporation's loss compensation to establish loan risk compensation fund system,is to improve the banks and other financial services risk ability,improve the ability to support small and medium-sized enterprises;and the financial support of small and medium-sized enterprises,to solve the financing problem.The loan risk compensation funds as one of the influencing factors of regional technical innovation.On the regional investment,technological innovation,and what impact the efficiency of regional innovation in three aspects,is to promote regional technology An important research problem of innovation and development.The study on this problem will help to understand and analyze the loan compensation funds impact on regional innovation and development policies to promote regional innovation development and innovation development environment provide a basis for improvement.In this paper,the theoretical basis of previous studies,from the loan risk compensation fund for regional technology innovation investment,regional technological innovation,and of regional technological innovation efficiency of three angle,using provincial statistical yearbook and statistical bulletin excerpts from enterprise data,is divided into three parts: An Empirical Test of loan risk compensation funds of research regional technical innovation: the first part and the second part respectively to establish C-D model of regional technological innovation investment and regional technology innovation output,and the loan risk compensation funds and other factors comparison,empirical study of the influence on the regional technological innovation factors;the third part,the establishment of DEA model,the effect of a variety of factors analysis of loan risk compensation funds,the impact on the efficiency of regional innovation.The main conclusions are as follows: first,the loan risk compensation funds have significant influence on the regional technological innovation investment,loan risk compensation funds to solve the financing problems of enterprises,innovation changes obviously;secondly,effects of loan risk compensation fund for regional technology innovation output is weak,the loan risk compensation funds for the patent authorization amount and high the technology of industrial output value,significant effect on patent application;finally,the loan risk compensation funds has a positive impact on the efficiency of regional innovation,but compared with other macroeconomic factors,the effect is not prominent.On the basis of the above theoretical and empirical analysis,the paper puts forward the countermeasures and suggestions to promote regional technological innovation with loan risk compensation funds from the enterprise level and government level.
