Research On The Evaluation System Of Departure Audit Of Natural Resources Assets Of Leaders In Party And Government

The problem of ecological environment pollution and the shortage of natural resources is an important problem which can not be ignored in the sustainable development of China's economy.In 2015,the office of the CPC Central Committee and the State Council issued the "natural resource assets outgoing audit of leading cadres pilot program",then start the pilot in2016,required to expand and deepen the pilot,in 2017 to carry out a comprehensive pilot audit;in 2017,"leading cadres of natural resource assets outgoing audit regulations(Trial)" issued,marking a new and regular audit system was formally established,the leading cadres of natural resource assets outgoing audit into the perfection of ecological civilization evaluation assessment and accountability system,to promote the formation of harmonious development of man and nature of modernization construction of the new pattern of great significance.As the unique audit mode in our country,the theoretical research and practical experience of the natural resources assets leave audit are still in the exploratory stage,especially a set of scientific evaluation index system has not been formed yet.Based on the protection of ecological civilization and the promotion of national resources and environmental governance,this dissertation systematically analyzes the relevant literature on the departure audit of natural resources assets of leading cadres in party and government and draws lessons from the basic support of domestic and foreign research.First,the overall investigation of the audit practice of the pilot areas where the natural resources and assets of the party and government have left the audit area is summarized and the problems existing in the practice of leaving the audit of the natural resources assets of the party and government leading cadres are analyzed.Secondly,according to the key points of summarizing the audit and evaluation of natural resources in pilot areas,the paper analyzes the changes of natural resources and assets,such as the changes of natural resources,natural resources,Implementation and performance of their duties,the illegal use of natural resources,natural resources protection of major projects and the use of natural resources and capital resources five aspects of the construction of natural resources and assets audit evaluation index,and applied to the A County party and government leaders Cadres land resources assets leaving the audit,the evaluation results.Finally,the paper summarizes the scalable and replicable experience in order to provide a reference frame for the substantive staff to construct the evaluation index after the auditing of natural resources assets leaving auditing becomes the normalized auditing system.
