Research On Evaluation System Of The Public Enterprises’ Corporate Social Responsibility

In recent years,a number of public enterprises have been frequently burst the pseudo-corporate social responsibility phenomenon.A series of events affecting the interests of the public force us to pay attention to the corporate social responsibility of the public enterprises.Public enterprises are the industries that provide the public goods and services necessary for the production and living of the public.They are characterized by public welfare,natural monopoly,the whole and non-selectivity of consumers.Sothey should bear the wider and more demanding social responsibility.The main purpose of this paper is to establish a set of public enterprise social responsibility evaluation method,to provide reference for enterprises,third parties,SASAC to assess public enterprises.In order to better guide public enterprises to fulfill their social responsibilities effectively and set an example for other enterprises,this paper first analyzes the connotation of public enterprises,on the basis of defining the connotation of public enterprises,the basic characteristics of public enterprises are analyzed.Based on the common enterprise’s characteristics of public welfare,natural monopoly,people’s livelihood,to explore the connotation of public corporate social responsibility,based on the stakeholder perspective to define the content of public corporate social responsibility,to explore the universality and particularity of its social responsibility.This article defines the content of the public enterprises’ social responsibility includes responsibility to employees,responsibility to consumers,responsibility to business partners,responsibility to the community,responsibility for the environment,and responsibility to the government.This article does not include the responsibility of shareholders in the social responsibility content,on the one handbecausethe public enterprise’s public welfare characteristicsrequiresit can’t make economic interests as its production and management objectives;the other because he public enterprise shareholders is the country,its existence Is the provision of public goods and services for the public.In accordance with the guiding principle,the principle of clarity and the principle of operability,this paper construct an evaluation index system for public enterprises by referring to SA8000,IS026000,CSC9000T and Global Compact and other domestic and foreign corporate social responsibility management systems and guidelines,combined with relevant domestic laws and regulations and the special nature of public enterprises.The index system emphasizes the particularity and rigor of social responsibility of public enterprises from three aspects:the content of indicators,the requirements of indicators and the innovation of indicators.Prepare a questionnaire,select the sample among consumers,community groups and other stakeholders as well as experts to carry on the questionnaire survey,and analyzes the questionnaire survey data,provide the data support for the determination of the index weight Use The comprehensive index method to construct the evaluation model of public enterprise social responsibility,design science,reasonable and practical evaluation methods.
