One of the main aspects of climate change governance is to reduce carbon dioxide emissions,mitigation is related to the development rights and space and closely linked with the economic interests of various countries.Because of the special geographical environment,the ASEAN region is more vulnerable to the adverse effects of climate change.The restrictions on economic and technologies have also made it difficult for ASEAN to reduce emissions.Study on ASEAN countries’ mitigation policies can enhance our understanding of the status quo of climate governance in ASEAN countries,and also of great significance for promoting the "Maritime Silk Road" initiative and strengthening the cooperation between China and ASEAN in dealing with climate change.This paper presents the facts of the “double-layered ASEAN” in five aspects,use the decoupling index to analyze the interactive relationship between economic growth,energy use and carbon dioxide emissions in ASEAN countries,sorts out the mitigation policies of the old six countries and the new four countries,and then combining the analysis of these three parts,evaluating the mitigation policies of the ASEAN countries.The following main conclusions have been reached: The pressures on the uncoupling of economic growth and carbon dioxide emissions faced by the old six countries are generally lower than those of the new four countries;the arrangements for the mitigations of the old six countries are in line with their own national conditions,and they capture the main contradictions at the current stage.They are relatively scientific and reasonable,and they have possibilities for implementation.The old six countries all attach great importance to reducing emissions in the energy sector,this coincides with the results of the decoupling analysis.Compared with the backward development level of the new four countries,their mitigation policies are full of sincerity,the concern of agriculture,forestry and energy is also very reasonable,but Many policies are not yet able to implement,they are only possible or appropriate choices.
