As a major component of non-performing assets of commercial banks,non-performing loans of commercial banks have always been an important indicator for measuring the accumulation of systemic risks in the economy and finance,as well as a mirror reflection of the problems in the real economy and institutional mechanisms.In recent years,China's economic structural problems have been highlighted and the economic downward pressure has increased.As a result,the scale of domestic non-performing loans and the non-performing loans of domestic commercial banks have both shown upward trend.China's economy is in a period of high risk-prone and multi-risk outbreaks.Therefore,exploring the formation mechanism of commercial banks' non-performing loans and clarifying the relevant formation rules are particularly important for preventing systematic financial risks.This paper takes non-performing loans as a picture of the bad assets of commercial banks,and finds that the macro-prudential assessment system(MPA)and the “three go ones,one minus one,and one supplement” policy can form internal constraints on excessive maturity mismatches and high leverage issues of commercial banks.This imposes an external constraint on the higher leverage ratio of the non-financial sector.At the same time,this paper believes that excessive maturity mismatches,high leverage,and excessive debt ratios in non-financial sectors of commercial banks are a special period of economic restructuring in China,resulting in bad loans for commercial banks.The main internal and external causes of the problem are highlighted.This paper analyzes the formation mechanism of non-performing loans under the double constraints of commercial banks and conducts empirical regression analysis on the basis of annual data collected from more than200 commercial banks in China in 2008-2016.The empirical results show that : 1.China's overall banking industry maturity mismatch increases,potential liquidity risks continue to increase,state-owned commercial banks have the smallest maturity mismatch,liquidity is the best,and the maturity mismatch between joint-stock commercial banks and city commercial banks increases.Large and liquidityconditions are not optimistic.2.Increased maturity of commercial banks,increased leverage of banks,and accumulation of debt risk in non-financial sectors all lead to the expansion of commercial bank non-performing loans.3.Increased intervention by local governments The implementation of the interest rate liberalization will lead to an increase in the non-performing rate of commercial banks,and the excessively rapid economic growth will have a non-performing loan effect.4.The moderate expansion of maturity of listed banks will reduce the non-performing rate,and the incentive effect of income will be for non-listed city commercial banks and farmers.Commercial banks have a greater impact.5.At the same time,the business itself has also significantly affected non-performing loans.Finally,based on the analysis of the formation mechanism of non-performing loans of commercial banks under the double constraints,and empirical analysis,relevant suggestions are put forward,which may help resolve the non-performing loans of commercial banks.
