| The environmental protection industry is a new strategic industry in China,and its healthy and rapid development has an important role in the country.It is difficult to fully rely on financial investment to meet the development needs of the environmental protection industry.And it will result in a single investment subject,low investment efficiency and unbalance of industrial structure.The environmental protection industry uses the PPP model,but it can solve these problems well.But there will also be some new problems,and appropriate measures should be taken to deal with it.With the increasing demand for environmental protection funds in China,the introduction of PPP model has become an important way to solve the shortage of environmental funds.But at present,the application of the PPP model in the field of environmental protection in China is still facing many difficulties,including the lack of legal policy,lack of unity,the contradiction of environmental protection PPP project nature and social capital investment preference,environmental compensation and service price adjustment mechanism and social credit system is incompleteThis article first introduces the background,research content,and the literature review at home.In the case analysis,the environmental protection industry PPP project Changchun Jin Hui sewage treatment and garbage disposal in Dalian city in two and the PPP project as an example,the specific operation of the PPP project are described,compared and analyzed by comparing the methods of its reasons of success and failure,illustrate the influence of PPP model on environmental protection industry.Finally,the paper summarizes the full text,and puts forward suggestions on strengthening the PPP mode legal systemconstruction,standardizing risk sharing,linking project subsidies and assessment,making good use of PPP project asset securitization tools and risk prevention and control in China's environmental protection industry by using PPP mode. |
