Agricultural-related funds are special expenditures that the State arranges for agriculture and helps farmers to get out of poverty,its features are as follows: First,the policy is strong.Each fund is arranged closely around the country's policies with definite purposes and scope of use.Second,the multifaceted and broad-line long,funds through the financial,agricultural departments and agencies step down,and finally to the money units,the project covers millions of households.Third,it is highly effective and requires every fund to exert its due benefits.It is in the interests of agriculture,rural areas and farmers to benefit the people.Therefore,doing a good job in financial management of agriculture-related funds is of vital importance to all levels of government and departments.It will not only help play the role of financial funds in supporting agricultural development,but also play an active role in the implementation of the state's macroeconomic policies.In this paper,the financial-related agricultural fund management in Qingdao is taken as an example to introduce the current situation and existing problems of agricultural fund management in Qingdao and to put forward suggestions on the financial-related fund management in Qingdao.In the context of financial system reform and increasing agricultural investment,The research of this article is of great significance to the promotion of agriculturerelated funds and even the management of financial funds in Qingdao.This article is divided into four chapters to carry on the discussion,the first chapter,an overview of financial agriculture-related funds.This chapter respectively elaborates the concept,type and related theory of financial agriculture-related funds,and the government's responsibility in agriculture-related fund management.The second chapter is about the problems and the reasons of financial-related fund management in Qingdao.This chapter introduces the scale and current management mode of financial agriculture-related fund management in Qingdao,expounds the main problems existing in Qingdao's financial agriculture-related fund management and analyzes the reasons.The third chapter,experience and reference of management and use of financial agriculture-related funds at home and abroad.This chapter separately introduces the financial capital management experience in Tengchong City,Jinhua City,Jiangyan Ciy and Shanxi Province as well as the advanced practices of the United States and the European Union.The fourth chapter,perfect Qingdao city finance agriculture fund management countermeasure suggestion.This chapter puts forward some proposals to improve the management of financial agriculture-related funds in Qingdao,which is corresponding to the current problems of financial agriculture-related funds raised in Chapter 2 in Qingdao.Targeted from strengthening the budget management,project management,expenditure management and supervision Inspection and other four aspects of the proposed countermeasures to enhance the financial-related financial management of Qingdao City,provide useful lessons.
