Offshore insurance is a new form of insurance under the trend of global economic integration,and it is an important part of offshore financial market.Promoting the construction of China's offshore insurance market can better help Chinese enterprises to "go out",and offshore insurance provides insurance services for multinational enterprises,helping them to reduce costs,reduce risks and broaden financing channels,to improve their participation in international market competition;at the same time,the development of offshore insurance business can promote overseas insurance funds,insurance personnel,insurance system and so on,it is helpful to promote the development of China's onshore insurance market as well as the internationalization of Economy and finance.This paper firstly studies and combs the concept of offshore insurance and its characteristics,and summarizes the current situation of the development of China's offshore insurance market,and points out that the starting point of China's offshore insurance market is due to the weakness of the domestic insurance market,not Enough to support the expansion of insurance business overseas,but with the rapid development of the domestic insurance market after the reform and opening-up,the system of China's offshore insurance market has been preliminarily formed.Secondly,this paper chooses three typical offshore insurance centers in Singapore,Hong Kong and Bermuda,and studies the structure of insurance market,tax policy and supervision system,and expounds its commonness and differences,learn from the experience.Thirdly,taking Hainan Province as an example,this paper expounds the construction of the system of China's offshore insurance market system,and puts forward the corresponding suggestions based on the development experience of offshore insurance market.Finally,based on the development experience of offshore insurance market at home and abroad and the concept of offshore insurance market framework in Hainan Province,this paper puts forward the corresponding development suggestions of offshore insurance business-Developing Reinsurance business vigorously;By using the utility model,the pricing model of proportional reinsurance and excess reinsurance is established,and the concrete calculation formula is given.The thesis holds that the development of offshore insurance market in Hainan Province has the advantages of policy superiority and superior geographical location of the Free Trade Area(port),and have better development space,however,there are many shortcomings such as weak Base,inadequate insurance system and lack of insurance personnel,and Hainan Province should draw on the excellent development experience of the offshore insurance market,while combining the actual situation,take a government-led step-by-step,layered development of the offshore insurance market.
