Comprehensive budget management is one of the most cffective tool for the enterprise internal management,made a significant contribution to improve enterprise management level,the balanced scorecard as a enterprise's strategic management tool,the strategic decomposition and enterprise performance management has played a central role.With the maturing of China's business environment,increasing competition among enterprises,combines the balanced scorecard and comprehensive budget management for application to become our country enterprise promote management level,optimization of resource structure.the important way to improve the effect ability,especially the state-owned large and medium-sized manufacturing enterprises,the legacy of history in the reform and development of management problems.management level and the gap between the rapid development of the market economy environment,encourage these enterprises urgently need to really enhance the level of economic management.At present,the state-owned enterprises and in most large companies have a comprehensive budget management and the balanced scorecard strategic tools,but the combination of comprehensive budget management with the balanced scorecard applications comparced with the developed countries still there exists a large gap,which makes the extent of the comprehcnsivc budget management role play is still low.China's enterprises in the implementation of comprehensive budget based on the balanced scorecard process there are the following problems:using the balanced scorecard to the enterprise strategic decomposition goal is not science,not pinpoint key success factors,setting the budget goal and the enterprise development strategic targets;Enterprise senior management personnel of enterprises realize the importance of the implementation of comprehensive budget is not enough,in the process of compiling comprehensive budget with actual situation,in "two skin" up and down:Budget and control the execution exception during the process of examination and approval,budget ad justment procedure is not standard,the budget of the assessment and evaluation respectively,with no clear budget standard,these problems lead to the enterprise comprehensive budget management,strategic management and play its real role.Therefore,enterprises need to establish a scientific and improve the comprehensive budget management system combined with the balanced scorecard strategic,through finance,customer,internal business,learning and growth four dimensions to the enterprise strategy into performance indicators,combining performance indicators and comprehensive budget,finally forms the multidimensional comprehensive budget management system,open source throttling.authors synergies,help enterprise strategy,to achieve the purpose of enhance the value of the enterprise and competitiveness.Based on LY company as a case study cobjecd this paper combined with the company is now the balanced scorecard in the comprehensive budget management.implementation and control,evaluation of practical application,through the analysis of multiple perspectives.found LY company in comprehensive budgeting,implementation and control,three aspects combined with balanced scorecard application for examination and assessment of existing problems,and summarize experience and lessons,and put forward for the implementation of the Suggestions.to further improve the LY company the comprehensive budget management system based on the balanced scorecard.The article is divided into five parts,starting from the present situation of the case company problem,introduces the research background,domestic and foreign research present situation,the theoretical basis,the company's industry characteristics and management environment,the company in every link of the comprehensive budget management and the balanced scorecard application present situation.based on the balanced scorecard,comprehensive budget management problems of each link.perfecting Suggestions,this article research conclusion,enterprise in every link of the comprehensive budget management and combining the balanced scorecard,the decomposition of the balanced scorecard index into the comprehensive budgeting,implementation and control and the appraisal,scientific configuration of enterprise resources,strengthen the business side controls,serious examination results and make the comprehensive budget management play a real actual effect,to enhance LY company management level,enhance the competitiveness of enterprises to provide power,this article studies for the implementation of comprehensive budget management in the large and medium-sized enterprises in the same industry to provide the certain reference significance.
