Substitution Rate Of Occupational Pension In QX Department Of Liaoning Province&the Advice For Occupational Pension Plan

With the deepening of the reform in the social security system in China,the new round of reform has been initiated so as to overcome the barrier in the endowment insurance adopted by the public institutions and enterprises.The occupational pension system will be also built to supplement the enterprise annuity.The occupational pension system for the public institutions can ensure the treatment for retired employees,fill the gap in the basic pension insurance as well as enhance the attraction and motivation of the institutions to the talents.Judging from the research achievements available,the occupational pension system in foreign countries has reached the relatively mature stage.However,the research on occupational pension system in domestic academia is still at the exploratory stage,which mainly concentrates on the research status of professional occupational pension system,including the principle of implementation,the establishment of occupational pension,the level of the occupational pension contribution rate,the calculation method,how to connect with the basic endowment insurance as well as the occupational pension management and operation.Most of the existing researches have been carried out by means of qualitative analysis,literature research and normative analysis.There is rare quantitative research into whether the substitution rate of occupational pension can achieve the expected target under the existing policies.By choosing the QX department of Liaoning Province as an object of study,this paper will build a model for the substitution rate of occupational pension as well as make the empirical analysis on the substitution rate under different conditions.In this paper,I will use some common methods of analysis such as the literature review,comparative analysis,actuarial analysis and mathematical statistics and so on.This paper has consisted of several parts:the recent status of the endowment insurance in China,the theory and research in domestic and abroad,the significance of this paper,concept and theoretical basis,the driving force factors for the building of occupational pension,the design program of occupational pension,the empirical analysis on the substitution rate of occupational pension in the QX department of Liaoning Province,the advice on the implementation of occupational pension system as well as the conclusion.The actuarial analysis on the design and substitution rate of QX department of Liaoning Province can provide case analysis and data support for the smooth implementation and sound development of the occupational pension system in the public institutions.
