Study On Evaluation Index System Of Economic Responsibility Audit Of Village Cadres

In recent years,with the rapid development of village-level economy,a large number of financial input and use of agriculture-related funds,various village-level contradictions have become increasingly prominent.Whether the village cadre USES the fund to the actual place,also becomes our country village common people to pay close attention to the primary question.Therefore,the audit of economic responsibility of village cadres caters to the urgent need of sustainable and healthy development of rural economy in China.In order to establish a good external supervision and management mechanism,standardize and improve the village-level financial system,build a clean village-level grass-roots organization,and fully tap the potential of rural economic development,it is necessary to audit the economic responsibility of village cadres and improve the economic responsibility evaluation system.Based on the economic responsibility audit of leading cadres,this paper discusses the evaluation index system of economic responsibility audit of village cadres in detail[1].According to the characteristics of the current rural economic activities and members of the village "two committees" prone to common problems,to complete the village cadres serving in the period of economic indicators as the core goal,through the national financial and economic laws and regulations of the formulation and implementation,the livelihood of the people to improve and implement ecological protection measures and achievements,to regulate the behavior of village cadres,improve the level of village cadres management,promote the sustained and healthy development of rural economy as the ultimate goal,to build a scientific and reasonable evaluation index system of village cadres economic responsibility.Because at present our country still exists many deficiencies in the village cadres economic responsibility audit,from the audit theory development needs and the purpose of village cadres economic responsibility audit,no suitable evaluation index systemis suitable for the current our country village economy development,therefore,establish a scientific and standardized village cadres economic responsibility audit evaluation index system is imperative.The relevant indicators of economic responsibility audit established in this paper mainly include: Village-level financial management responsibility and economic events decision-making responsibility,improve the level of liability of the people's livelihood,ecological protection responsibility and personal integrity responsibility index of the political responsibility,etc,and to set of evaluation index weight coefficient,using hierarchical analysis,statistical analysis methods such as fuzzy evaluation,the village cadres economic responsibility appraisal index,the index weight was determined,further establishing village-level financial management,economic decision-making,improve the level of life and ecological protection,honesty in politics,and many other responsibilities [2],the evaluation index system through the analysis of the representative of B town is unique and the needs of the audit work,In view of the present situation of the economic responsibility audit of village cadres in this town,this paper puts forward some Suggestions on how to carry out the economic responsibility audit of village cadres.
