The definition of“Systemically important banks”was well known after the last global financial crisis and has become the focus of attention in recent years.It means that within a certain geographical area,the scale of a bank's assets is large in the entire banking system.There are many types of business and business models are difficult to be imitated.Banks are highly correlated through the payment and settlement system.Therefore,once its bankruptcy collapses,it will lead to the "domino effect" of the financial system,which will seriously hinder the development of the real economy and even lead to the economic crisis.However,the use of some single indicators,such as bank size and business complexity,does not fully determine whether a bank is systemically important.So we are increasingly focusing on the identification of such banks to achieve the supervision of systemically important banks Only by accurately measuring the systemic importance of the bank,can we avoid regulatory failures caused by under-identification or over-identification.Bank supervision has always been a supplementary means of market regulation mechanism,and it plays a vital role in maintaining the stability of the financial system and the continuous development of the real economy.However,the continuous occurrence of financial crisis indicates that the effectiveness of bank supervision still needs to be improved.For China,the banking system is the major system in the total financial system,and the most important are the domestic systemically important banks Therefore,it is necessary to screen out these banks and to impose stricter supervision on themThis paper first lists the research of systemic risk,systemically important banks and banking supervision,and draws a study on the issue of supervision of systemically important banks.Secondly,this paper takes the above-mentioned problems as the starting point,and based on the existing series of evaluation criteria,combined with the unique characteristics of domestic systemically important banks,it has built a measurement system from five aspects:scale,complexity,substitutability,relevance and national confidence.Then this paper divides domestic banks into three categories according to systemic importance scores.Finally,combined with the risk-benefit theory of regulatory effectiveness,using the relevant data of 28 banks,the regulatory effective areas are described in detail.The systemic importance indicators of the bank are correlated with the regulatory effectiveness,further clarifying the different areas of different banks.This paper thus provides a series of more practical and feasible regulatory measures for the regulatory authorities,and it forms a basis and direction for improving and optimizing the existing regulatory system.
