| With the rapid development of urbanization in China,the characteristic small towns derived from new urbanization have received extensive attention.However,the characteristic small towns have had many problems in the process of rapid development.The Party Central Committee and the State Council have attached great importance to it.The National Development and Reform Commission has released guidance and guided the construction of characteristic small towns.Based on the current situation of China’s characteristic small towns,the central and eastern regions have achieved remarkable results.The number of characteristic small towns in the western regions is quite large.However,due to the regional disparity,the construction of characteristic small towns is relatively backward,and there are a lot of problems in the early planning stage.Therefore,we must pay attention to the choice of planning schemes in order to improve the success rate of the construction of characteristic small towns in the western regions.However,the choice of planning schemes in the western regions relies only on the subjective judgment of experts.The academic community has less researches on the planning schemes of characteristic small towns in the western regions.It has not yet formed a systematic and comprehensive evaluation scheme for planning schemes,and the evaluation method for characteristic small towns is single.Most of them use the analytic hierarchy process,and no systematic decision analysis method is established.Combining with the characteristics of fuzzy planning,multi-level and multi-attribute in the planning scheme of characteristic small towns in western regions.This paper explores a new evaluation method for planning schemes of characteristic small towns in the western regions,based on the theory of the characteristic small towns the western regions and the intuitionistic fuzzy multi-attribute decision-making method.This method provides a reference for the scientific decisionmaking of the planning schemes.First of all,this paper analyzes the particularity of the planning of characteristic small towns in the western regions,and summarizes some problems existing in the planning of characteristic small towns in the western region in combination with typical failure cases in the western regions,laying a theoretical foundation for the establishment of planning evaluation index system.Secondly,through literature,case analysis and expert interviews,the five indicators of distinctive industrial form,harmonious and livable beautiful environment,distinctive traditional culture,convenient and perfect facilities and services and a dynamic institutional mechanism are built.At the level of the guidelines,the evaluation index system for the planning of characteristic small towns in the western regions was further established.Then,the qualitative index is quantified by intuitionistic fuzzy language,and the evaluation index weight and expert weight are determined by intuitionistic fuzzy entropy and weighted fuzzy entropy.Based on the improved integrated TOPSIS method and grey relational analysis method,the grey correlation degree is established.The improved intuitionistic fuzzy set-TOPSIS evaluation model is applied to the evaluation of the planning schemes of characteristic small towns in the western regions.The position and curve shape reflect the proximity of the alternatives to the positive and negative ideal schemes,and the best scheme is selected.Finally,the improved intuitionistic fuzzy set-TOPSIS evaluation model based on grey correlation degree is applied to the case study of the international Yunshang town with scientific planning.The result shows that the evaluation index system and evaluation model of the characteristic small towns planning schemes in the western regions established in this paper have strong applicability and operability.And they provide a certain reference for the selection of planning schemes for characteristic small towns in the western regions in the future,and improves the success rate of the construction of characteristic small towns in the western regions in the future. |
