Research On The Problem Of S Customs Budget Management

The departmental budget is the financial guarantee for the smooth implementation of government agencies and their respective functions or undertakings and is also the basic unit of budget for government agencies at all levels.Among the current government fiscal reforms,budget management is also one of the important contents of this reform.As one of the important functional departments of our national government,the customs department needs budget management from the General Administration of Customs to the local customs departments at all levels.For the customs department,carrying out budget management is also an important material basis and financial guarantee for the department of customs to fulfill departmental functions.The promulgation of the new budget law also put forward new requirements on the reform of departmental budget management system.For the customs department,the promulgation of the new budget law requires all levels of the customs departments to reform their budget management system according to the requirements of the new budget law.S Customs is one of the customs agencies directly under China's State Administration of Customs.After the introduction of the new budget law,according to the spirit and requirements of the new budget law,we should fu rther improve the existing problems and deficiencies in S budget management in the current S Customs Budget management system through the improvement of the budget management system to ensure that the S Customs in the preparation of the budget more refined,while the budget management also needs to be further enhanced,which is S Customs Department as the state administrative organs should perform important duties.With the increasing popularity of the Internet,the general public's ability to access information has been greatly enhanced.At the same time,people's willingness to obtain information has also increased.This also requires relevant government departments to enhance their budget management.However,the proposal made by the central government on the eight requirements has also put forward new requirements on the efficiency of the use of fiscal funds and the reduction of administrative costs.This also requires the departments of customs to carry out budgetary management reforms.In this paper,S Customs as the research object,through the S customs management of the status quo and S Customs current budget management problems analysis to find the current S Customs in the budget management problems,including the funding structure,the budget The problems in compiling,the problems in budget implementation,the problems in budget appraisal,the problems in budget supervision and so on.Finally,I put forward some suggestions on the improvement of S budget management.Specifically,the S-Customs should increase efforts to readjust the budgetary funds structure,raise the level of budget formulation,enhance the budget implementation effect and establish a comprehensive performance evaluation system so as to enhance the budget management level and build a satisfactory customs.The research of this article is helpful to the improvement of S budget management ability and the improvement of budget management system.Meanwhile,the research in this paper can also provide references for other domestic customs administrations to perfect the budget management system.Other studies on departmental budget management can also provide Reference and reference.
