Research On Basic Tax Service Under The Perspective Of Service Government

As an important part of tax work,Tax service has long been the focus of Tax theoretical research circles and tax departments at all levels.The academic research on tax service has lasted for a long time.Experts and scholars hope to effectively promote the development of China's tax work through the study of tax service.Through many years of practice,China's tax service has made great progress in top-level design,management concepts,institutional measures,methods and so on.In addition,in recent years,the national tax system has thoroughly implemented the spirit of the Nineteenth National Congress of the CPC,combined the requirements of "building a service-oriented government satisfactory to the people" with the actual tax work,and adopted a series of effective measures to promote the establishment,perfection and continuous improvement of the tax service system.Taking the practice of taxation service of S County Tax Bureau as a breakthrough point,this paper hopes to study the taxation service work of grass-roots tax departments,analyze the development course and trend of taxation service in China,and draw lessons from the excellent experience of taxation service management at home and abroad,from the perspective of service-oriented government construction.This paper comprehensively analyses and summarizes the present situation of taxation service of S County Taxation Bureau,deeply analyses the working practice,existing problems and deficiencies,and puts forward five aspects of research,including promoting the reform of Taxation and management system,building a harmonious pattern of taxation,improving the ability of Taxation service,optimizing the informatization construction of Taxation service,and stimulating the endogenous power of cadres.In order to further promote the optimization and upgrading of tax service of grass-roots tax departments,establish a tax service system more suitable for tax reform and tax modernization,and also provide useful reference for other government functional departments in the construction of "service-oriented government".In addition,the following aspects are considered and innovating:first,the innovation of research background.Although there are numerous studies on taxation services from all walks of life,it is a new idea to explore the combination of research and the construction of service-oriented government.Two is the combination of theory and practice.The author serves in S County Tax Bureau,can make full use of the advantages of work,the grass-roots tax service status and service-oriented government construction requirements for comparative analysis,contribute to the practicability and guidance of the study.
