In recent years, more and more countries and regions have launched an Internet strategy to build a high-speed,inclusive Internet as an important measure to enhance the country’s core competitiveness. The Chinese government has successively proposed the "Broadband China"strategy and the "Internet Plus" action plan.It no longer simply emphasizes the importance of the total output value of the information industry represented by the Internet to GDP,but prefers to use the Internet to promote traditional industries upgrade. The use of modern communication technology to combine the Internet with traditional industries to create a new business ecosystem is becoming more and more obvious in the economic society. The Internet can accelerate the dissemination of information, facilitate the proliferation of new technologies, new inventions and new organizational forms, and integrate with other industries in the economy to change the operating rules of the entire economic system.More importantly, its effect on the economic system will be amplified in an instant when the network reaches a critical mass.Based on a large amount of reading literature, this paper analyzes the relationship between the Internet and manufacturing productivity from the perspective of the Internet as a infrastructure:the Internet has accelerated technological progress, improved technical efficiency, and promoted the development of manufacturing. It further combs the mechanism of the Internet’s impact on productivity:the Internet acts on productivity from the four ways of scale effect, labor, capital, and knowledge technology. In view of the availability of prefecture-level city data, the number of Internet users was chosen to measure the level of regional Internet development. This paper uses the industrial enterprise database to focus on measuring the total factor productivity that reflects technological progress and technical efficiency. The development status of China’s manufacturing industry was analyzed, and the difference in productivity between regions was obtained. In order to verify from the empirical level whether the Internet has an impact on China’s manufacturing productivity, this paper first empirically analyzes the productivity of China’s manufacturing industry. The results show that the Internet significantly promotes the growth of total factor productivity. At the same time, the panel threshold model is used to test the Internet. The empirical results of non-linear promotion show that the network effect is significant, and there is also the crowding out effect of the Internet. Finally, the country is divided into the eastern, central and western regions to study the regional differences in the impact of the Internet on manufacturing productivity in order to promote balanced development of the region. Finally, this paper believes that the current lack of Internet development in China, especially the regional gap and the low quality of development,is an important constraint to the development of China’smanufacturing industry. In view of the research conclusions, the following suggestions are given:improving the Internet penetration rate, focusing on solving the imbalance of regional Internet development;developing new information service formats such as mobile Internet, establishing a network collaborative innovation platform;implementing complementary construction and effectively playing the role of the Internet.
