In recent years,the rapid economic development has promoted the upgrading of science and technology and the improvement of living standards.Electronic and information technology has into a new era.The consumption power of ordinary citizens has been continuously improved.Convenient mobile network and widely used intelligent terminals jointly promote the use of new media.Interacting with new medias is gradually becoming people's new lifestyle and social method.In other words,social lives are more and more relying on new media as a expressing channel,including the policy implementation process of government agencies.In practice,during the work of implementing the tax policies in Gejiu tax bureau,both the staffs of tax authorities and taxpayers hope that the new media can be widely used in daily business management as a convenient tool to simply the whole workflow.This paper studies the status quo of tax policy implementation by using new media in the new media environment of the tax bureau of Gejiu city as the grassroots tax department.Analyze the existing problems,corresponding causes and countermeasures.This paper is divided into five chapters.The first chapter is the explanation of relevant concepts and theoretical basis.The second chapter makes a simple description of the status quo of tax policy implementation by the tax bureau of Gejiu city by using new media.It starts with a brief introduction of the tax bureau of Gejiucity,then introduce the questionnaire analysis of tax policy implementation and characteristics of new media application.The third to the fifth chapter is the core content of this article.In this part,by knowing the existing problems described in the second part,the writer use the Smith policy execution model,combine with multidisciplinary knowledge and the theory of tax of tax compliance,take public policy implementation process model----Smith of management as a framework,implement the theory of communication of crisis management and focus propagation to analyze the four main factors that make effect on the policy implementation.The four main factors are: the body of the policy,policy object,content and the environment.The paper summarize the problems in Gejiu tax bureau,generate the reasons which bring of various problems,and offer corresponding suggestions that aimed at solving practical problems in Gejiu bureau.Under the background of building a service-oriented government and internet e-government,exploring the grass-roots tax department on how to use new media to implement tax policy efficiently and conveniently for taxpayers is advantageous to the tax authorities to perform their service.It also can provide reference to other departments which under the similar situations.This is the purpose of the author choosing this subject.
