With the acceleration of urbanization and industrialization in China,the urban and rural construction land has double expansion.At the same time,the problem of abandoned,vacant and inefficient use of rural housing sites has become increasingly prominent.Rural“one-household multi-family”,super-statutory standard area covers land,and new construction The phenomenon of not dismantling old is very common,and it is urgent to implement the reform of the management system of rural housing sites.Therefore,the gradual advancement of the rural homesteads with a paid-out pilot program is conducive to promoting land intensive conservation and utilization,revitalizing the stock of rural construction land,and making room for the integration of urban and rural development.This study takes the typical pilot area of the Jinzhai County homestead in Anhui Province as the research area,and uses the combination of theoretical analysis and typical empirical methods to construct a model of the farmer's homestead exit perception value based on the perceptual value theory,using the structural equation model.(SEM)analyzes the impact of farmers' perceived value on their decision-making behavior during the exit process of the homestead,and provides a scientific basis for the government to formulate relevant policies to encourage farmers to participate in the exit of the homestead.Under the premise of respecting the wishes of farmers,actively mobilize the enthusiasm of farmers to respond to policies.To achieve the policy goal of “win-win” between the government and farmers.The study draws the following conclusions:(1)The perceived value of farmers in the survey area is significantly affected by gender,age,education level,household net income,homestead utilization status,village infrastructure,and village living environment.In the process of exiting the homestead,due to the different division of labor,the male mainly considers the high cost of the alternative housing.The female mainly considers the various social resources and the good living environment of the new resettlement site,resulting in the female homestead exiting the perceived value higher than the male.The four factors of age,education level,village infrastructure and village living environment have a significant negative impact onthe perceived value of farmers.The older the farmer may have lower perceived value due to the rural complex,etc.Exiting the homestead;since the implementation of the paid-out policy of the homestead,there are still problems such as improper protection of farmers' rights and interests and unreasonable subsidies,and most of the farmers are“risk-avoiding”.The higher the level of education,the more relevant the homestead is.The stronger the policy information processing capability,the more prudent the farmer chooses to exit the home base based on the risk of risk considerations,the lower the perceived value of the higher the education level;the better the rural infrastructure and living environment,the convenience of travel and the enjoyment of public resources.,high satisfaction with residence,so the lower the perceived value,the less willing to withdraw Homestead.The two factors of household net income and homestead utilization have a significant positive impact on the perceived value of farmers.The higher the annual household income,the stronger the ability to acquire other resources and opportunities for survival and development,and the housing security function of the house site is obviously weakened.The perceived value is higher,and it is more willing to participate in the exit of the house site;the part of the house site is in the vacant idle state,the house security function of the house site completely disappears,and the farmers have higher perceived value during the exit process of the house site,and are more willing to participate in the homestead exit.(2)The perceived benefit dimension of the farmer's homestead exit process can be divided into “economic benefits”,“social interests” and “psychological interests”.The perceived risk dimensions can be divided into “economic risks”,“social risks” and“psychological risks”.The empirical results show that the perceived interest has a significant positive impact on the perceived value of the farmer's homestead exit,in which the social interest has the greatest impact,the economic benefit is the second,and the psychological benefit is the smallest,indicating that the farmer's interest in the homestead exit process is mainly the home.The base withdraws from various social resources and public services that can be brought to the family,such as transportation convenience,children's schooling,living environment,and new home facilities.Perceivedrisk has a significant negative impact on the perceived value of the farmer's homestead exit.The social risk has the greatest impact,the economic risk is the second,and the psychological risk is the smallest.It indicates that the farmer's risk in the homestead exit process is mainly due to the fact that the new home cannot be satisfied after the homestead exits.Its production and living conditions,inconvenient agricultural production,employment risks and so on.The absolute value of the total effect of farmers' perceived risk on their exit behavior is greater than the absolute value of the total effect of farmers' perceived interest on their exit behavior,indicating that in the process of exiting the homestead,the farmer's risk perception is higher than the interest perception,compared to the homestead exit The various economic benefits,social security,and public resource benefits that come from,farmers are more sensitive to the expected risks and costs after exit,and farmers are “risk evasive” in the process of exiting the homestead.(3)The farmer's participation in the exit of the homestead follows the path model of“the perceived value of farmers? the willingness of farmers to withdraw from the decision-making behavior of farmers”.The exit behavior of farmers is significantly affected by perceived value,perceived benefit,perceived risk,and willingness to withdraw.The policy system is withdrawn from farmers.The willingness and withdrawal behavior play a positive intermediary role.The exit behavior of farmers' homesteads has the dual logic of “initiative” and “inductive”.On the one hand,farmers will actively participate in the exit of homesteads according to their own internal needs.On the other hand,the external policy system can directly induce the exit behavior of farmers.At the same time,the policy system will also encourage farmers to convert their willingness to withdraw into exit behavior.The logic of “inductive” behavior in the logic of these two exit behaviors dominates.This shows that in the process of farmers participating in the exit of the homestead,the preferential policies and active support issued by the government play a key role in the participation of farmers in the exit of the homestead.Therefore,the government needs to standardize the exit procedures of homesteads,fully respect the wishes of farmers,protect the legitimate rights and interests of farmers,reducethe perceived risks in the process of exiting farmer's homesteads,and enhance their perceived benefits,prompting them to actively participate in the exit of the homestead.
