The Design Of Evaluation Index System For Local Cares'Resign Audit Of Land Resource Asset

The audit of the departure of natural resources assets of leading cadres is an important institutional innovation,emphasizing the natural resource management and environmental protection responsibilities and performance of leading cadres.However,this work has no mature experience to draw on,and lacks a complete theoretical system guidance.This paper takes the land resource assets widely distributed in natural resource assets and the most affected by leading cadres as the research object,and summarizes the basic theories of the departure audit of the leading cadres' land resources assets,based on the learning of existing research results.It defines the connotation and objectives of the departure audit of the land resources of leading cadres,defines the main body,object,content and scope of the departure audit of the land resources of leading cadres,and analyzes and deduces the design of the auditing evaluation index of the departure of the land resources of leading cadres.The framework of ideas provides a theoretical reference for comprehensively promoting the practice of leaving the audit of the land resources of leading cadres.This is of great significance for promoting land conservation and intensive use,and promoting leading cadres to earnestly fulfill their land resource asset management and protection responsibilities and strengthen ecological civilization construction.This paper aims at auditing and supervising the party and government leading cadres to enhance natural resource asset management and ecological environmental protection awareness,and rationally evaluates the protection and management of leading cadres' land resources and assets as a starting point,sorting out domestic and foreign literature,and constructing the Evaluation indicator for departure audit of leading cadres' land resources assets.The overall structure of this paper consists of three parts.The specific arrangements and main contents are as follows: The first part,the "Introduction",expounds the background and significance of the topic,the basic ideas and methods of the research,and the framework structure of the article.Based on the existing literature,this part identifies the problems that need to be solved,namely,constructing the auditing evaluation indicators of the leading cadres' land resource assets and guiding the auditing practice.The second part analyzes the problem,including the second chapter and the third chapter,analyzes the theoretical basis and basic concepts,and draws the goal,subject,object,content and scope of the departure audit of the leading cadre land resource assets.On this basis,from the six aspects of management,utilization,development and protection,capital use,efficiency,policy implementation and performance of land resource assets,the evaluation indicators of the departure audit of leading cadre land resource assets are constructed,and the corresponding analysis method is used to obtain corresponding Weighing and realizing the evaluation of the responsibility of leading cadres in the management and protection of land resources assets under their jurisdiction during their term of office.The third part,solve the problem,including the fourth chapter and the fifth chapter,combined with the case of the X town party committee secretary leaving the audit,using and verifying the construction of the leading cadre land resource assets leaving the audit evaluation index system,and finally summarizing the full text,making recommendations And pointed out the direction of future research and development.In a word,this paper constructs an evaluation index system for the departure audit of the land resources of leading cadres from six different levels,in order to achieve a full understanding of the management and protection of land resources assets,thereby evaluating the responsibility of leading cadres to perform land resource asset management protection.The situation,in order to achieve the application of unified standards,grasp the same scale,adopt a common method,draw consistent conclusions,improve the standardization of audit operations,and achieve the purpose of the application of the indicators in the field of the departure of natural resources assets of leading cadres,for the theory of China Research and practice operations provide a reference.
