Research On Audit Risk Tracking Of Government-invested Projects

Since the beginning of the 21 st century,China has made remarkable achievements in economic development and construction.The urbanization process has accelerated,the scale of total social investment has increased rapidly,and government funds have been invested in various fields to meet people's needs for a better life.The ability of basic social services has been constantly improved.Government investment projects have gradually become the focus of public attention.With the increasing number of government investment projects,new situations and new problems are emerging,such as a lot of construction chaos and corruption,which brings new challenges to the audit of government investment projects.The past post-completion settlement audit has been unable to meet the needs of government investment audit in the new era.Tracking audit combines new audit concepts,conforms to the trend of full coverage of audit,effectively realizes the all-round and whole-process audit of investment projects through real-time tracking investigation and supervision,and quickly gets popularization and application.However,the government investment project tracking audit covers a wide range,takes a long time,involves many interest groups,and various uncertainties occur frequently.which leads to the increasing task and difficulty of auditing,and the audit risk is increasingly prominent.The control of audit risk determines the quality of audit.Auditors should not only fulfill their duties and ensure the quality of audit according to the requirements of audit standards,but also pay attention to the identification of audit risk in the process of audit and take effective measures to control it.At present,the theoretical research on audit risk of government investment projects is not perfect,and the audit risk is also increasing with the development of society.However,the problem-oriented audit thinking is difficult to pay enough attention to audit risk.Therefore,how to accurately identify and effectively prevent and control audit risks is an important research topic in the field of tracking audit applied to government investment projects.Starting from the relevant theoretical basis and concepts of government investment project tracking audit risk,this paper uses case analysis method to study the case of C citygovernment investment project tracking audit,which is a joint audit project led by a municipal audit institution recently and jointly carried out with district audit institutions.Through introducing the implementation process of tracking audit project of C City Landscape Lighting Promotion Project,starting from the audit plan,the key contents of the audit and actual audit situation of each stage of the project,this paper explores the main audit risk points in each stage of project construction in the whole audit process of the case,and further summarizes the causes of audit risk,and invests in the government on the basis of the analysis of risk causes.Project tracking audit risk puts forward relevant prevention and control measures.The conclusion of this paper is that it is necessary to study the risk of tracking audit of government investment projects under the background of full coverage of audit in the new era.The causes of audit risk are various.We should analyze it from the perspective of auditing subjects.By taking effective measures to reduce audit risk,we can improve audit quality,enhance audit credibility and maximize the role of tracking audit.This paper further improves the theoretical system of tracking audit risk of government investment projects,and provides some reference for identifying and preventing risks of similar audit projects of audit institutions in China.
