As we all know, the core driving force of economic development is technological progress. It can be known from C-H theory that a country's own technology research and development and technological spillovers obtained in trade activities with other countries jointly promote the innovation and progress of the country's technological level.China has certain deficiencies in innovation and research, and technological progress has unstoppable spillovers and externalities. Therefore,in the process of foreign trade, technological spillovers in other countries have also greatly promoted China's technological innovation and progress. However, the protection of intellectual property rights will affect China's technology spillover through FDI and import channels, thus influencing China's technological progress. The article uses China's provincial panel data from 2003 to 2015 to study the impact of China's intellectual property protection on international technology spillovers in foreign trade activities represented by import trade and FDI.The contents of the first chapter are mainly:research background and significance, content and basic ideas as well as innovations and deficiencies. The second chapter is a general review of relevant literature at home and abroad. The third chapter elucidates the status quo of China's intellectual property protection, import and FDI status and analyzes the internal relationship between the three from a data perspective. The fourth chapter studies the problem from the four steps of model construction, data description, data inspection and result analysis to explore the impact of China's intellectual property protection on absorbing foreign technology spillover effects. The fifth chapter is based on the previous content, combined with China's current situation, put forward some targeted policy recommendations,in order to play a greater role in the international market, and realize the vision of "industrial power" at an early date. This paper uses Chinese provincial panel data to establish a threshold regression model with intellectual property protection level as a threshold variable, and empirically analyzes the impact of intellectual property protection on international technology spillovers represented by import and FDI.The results show that the impact of import and FDI on domestic technological progress has significant threshold effect of intellectual property protection. When the level of intellectual property protection does not reach a certain threshold, import and FDI fail to significantly promote technological progress;when intellectual property protection levels reach the threshold, imports and FDI produce technological advances. It shows that intellectual property protection can positively affect China's technological progress through international technology spillover channels. The study also indicates that due to the different intellectual property protection in different regions of China, there are some differences in the international technology spillover effects between the eastern, central and western regions.
