Research On The Management Of Local Financial Stock Funds

Since the reform of tax distribution system in the late 1990 s,the local finance has been groping for the way to establish a mature and perfect public finance system and gradually implementing the reform of treasury centralized payment system and departmental budget.However,in recent years,in the face of the downward pressure of the economy,the contradictions between local fiscal revenue and expenditure has become more and more prominent,coupled with the limited binding force of centralized treasury payment and the inherent problems of budget management,a large-scale stock of funds has been formed in local finance.This part of the deposited idle stock funds has brought many problems to the local finance and greatly restricted the development of the local finance.Since 2013,the State Council has deployed many times to revitalize the financial stock of funds,required local governments to strengthen the management of the stock of funds to improve the efficiency of the use of funds.At present,how to manage the existing funds scientifically and reasonably to maximize the vitality of the existing funds has become a major focus and difficulty in the current local financial work.Enhancing management level of local financial stock funds,which could better improve the efficiency of the application of financial funds and strengthen the scientific management of financial funds,which could also make financial funds fully play its role,furthermore,ensure smooth development of local financial work.By means of new public management theory,public selection theory and budget management control theory,and use the methods of literary analysis,comparative research and cases analysis.Based on the current situation of local financial development,this thesis takes F District of Hebi City as an example to study and discuss the management of local financial reserve funds.Starting from the introduction,this thesis introduces the current situation of the stock fund management in Hebi District F on the basis of elaborating theoretical tools,explores the existing problems in the management and the causes of the problems,and finally puts forward feasible solutions to help local finance to better realize scientific stock fundmanagement based on the good experience of other provinces and cities and the specific situation of counties.
