In 2008,China's “Four Trillion Investment Plan” implemented in response to the international financial crisis spurred huge market demand in industries such as steel,cement and non-ferrous metals.China's economy has ushered in sustained high-speed growth,but the overcapacity problem arising from this opportunity has become increasingly obvious.In order to relieve overcapacity,China began to use the “Belt and Road” platform to carry out international capacity cooperation at the end of 2014,and China will be relatively surplus.Compared with most coastal cities in the eastern region,most of the central and western regions of China are inland cities.The characteristics of their sparsely populated areas make economic development subject to technological backwardness,inactive investment activities,and imperfect market systems.There is also a lack of motivation in participating in the international capacity cooperation process.Therefore,the capacity cooperation of the central and western cities needs to be distinguished from the eastern cities and studied separately.However,at present,domestic academic circles have not conducted research on the dynamic mechanism of international capacity cooperation in the central and western regions,nor have they applied the system dynamics method to the study of international capacity cooperation issues.This paper attempts to adopt a method of close integration between theoretical level analysis and empirical level exploration.Firstly,it explores the development status of regional and industrial structure in the central and western regions,and analyzes the three aspects of industrial layout,industrial transfer and production efficiency,and adopts data envelopment method.DEA measures the capacity utilization rate of industrial enterprises above designated size in the central and western regions,and describes the trend of capacity utilization of enterprises in the central and western regions in recent 10 years.Then,this paper analyzes the progress of China's international capacity cooperation at this stage.The situation summarized 15 countries along the “Belt and Road” with good cooperation prospects and the region with the most potential for cooperation,ASEAN.Then it is connected with system theory to analyze the system characteristics of international capacity cooperation,which is summarized as open,non-linear and far from equilibrium.It proves the applicability of system dynamics to study the dynamic mechanism of international capacity cooperation,and further analyzes the dynamic mechanism of international capacity cooperation.Dynamic factor.The empirical part conducts empirical research on the dynamic factors of international capacity cooperation in the Midwest.A systematic analysis of the participation of Midwestern enterprises in international capacity cooperation was conducted to select representative dynamic factors.The empirical research on the relevant data of industrial enterprises above designated size in the central and western regions is carried out,and the effectiveness of the dynamic factors is established.Next,the dynamic mechanism model is constructed by combining the system dynamics method,and the operation mechanism of the main feedback loop is analyzed.Finally,summarize the research results,and contact the actual implementation of relevant policy recommendations for enterprises in the central and western regions to participate in international capacity cooperation.
