Research On The Fiscal And Tax Policy Of Promoting The Economic Kinetic Energy Conversion In Jiangxi Province

At this stage,China's economy is in the "new normal",and the economic growth rate has changed from high-speed growth to medium-high-speed growth.With the improvement of the level of economic development,economic growth will inevitably face the process of conversion of kinetic energy.Developing a new economy and nurturing new kinetic energy is an important support for maintaining rapid economic growth and moving towards the medium to high level.In recent years,although the GDP of Jiangxi Province has maintained a level higher than the national average growth rate of 1-2 percentage points,its economic situation has been at a backward level,there are major problems in the industrial structure,and there is a shortage of high-tech talents.For Jiangxi,which is in urgent need of transformation and upgrading,it is imperative to cultivate new kinetic energy.Only by realizing new breakthroughs and showing new actions in the new economic field can we win the initiative and seize the opportunities in the new round of competition.Therefore,in the context of the new economic normal and the transformation of old and new kinetic energy,Jiangxi Province must cultivate new kinetic energy and explore new economic growth models.This paper firstly analyzes the mechanism of the interaction between economic kinetic energy conversion and expenditure policy and taxation policy.The expenditure policy mainly includes fiscal education expenditure,science and technology expenditure,investment expenditure,employment expenditure and social security.The tax policy mainly includes the turnover tax portion and income tax in local government revenue.Secondly,on the basis of exploring the mechanism of economic kinetic energy conversion and fiscal and taxation policy,this paper analyzes the status quo of Jiangxi's economic kinetic energy transformation from the perspective of the new economic normality,showing the characteristics that the continuous optimization of industrial structure,investment-driven shift to consumption-driven,innovation-driven strategy,and the new economic industry are gradually formed,pointing out that the current economic development faces dilemma of resource and environmental constraints,insufficient human capital,unreasonable investment structure,and relatively backward industrial level.It also evaluates the current fiscal and taxation policies supporting the conversion of kinetic energy in Jiangxi Province.The policy has problems such as the low proportion of science and technology expenditure,the decline in the proportion of education expenditure,the lack of innovative fiscal expenditure methods,the imperfect support targets and standards,and the lack of enforcement supervision mechanisms.In order to make better use of fiscal and taxation policies to promote economic kinetic energy conversion,it is necessary to conduct an empirical analysis of the impact mechanism between fiscal and taxation policies and kinetic energy conversion.This paper selects the kinetic energy index construction index system from the demand side and the supply side to calculate the kinetic energy index of each city in Jiangxi Province.Based on the demand dynamics of Keynes,the financial development index is used as the alternative.The indicators select three indicators: openness,financial development scale and consumption structure.In terms of supply-side kinetic energy,the indicators are selected from three dimensions: capital supply,innovation supply and structure supply.The capital supply uses private capital investment and human capital,the innovative supply uses technology advancement level and regional entrepreneurial dimension,and the structural supply uses industrial structure advanced indicators.Considering the time lag of fiscal and taxation policy effects,the dynamic panel data model is used to analyze the impact between the kinetic energy index of various cities in Jiangxi Province and the fiscal education expenditure,science and technology expenditure,investment expenditure,social security and employment expenditure,and turnover tax and income tax in local fiscal revenue.The results show,the education expenditure in the second phase of lag has a significant positive effect on the kinetic energy index.The technology,investment,and social security expenditures have only a significant positive impact on the lag phase.The turnover tax is negatively correlated with the kinetic energy index in both the lag phase one and the lag phase two.Income tax has a relatively negative effect on economic kinetic energy conversion in the second phase of lag.Finally,on the basis of the practical experience of the United States,Guangdong,Shandong,Hebei,Zhejiang,from the four aspects of optimizing fiscal expenditure structure,strengthening tax incentives,comprehensive fiscal and tax incentives,developing new kinetic energy industry,and broadening kinetic energy conversion financing channel to propose the policy recommendations.It is conducive to the development of new kinetic energy,new industries,new models,new economic,improve the financial and taxation policy system of Jiangxi Province,and propose relevant supporting measures,reform the fiscal and taxation system environment,establish a comprehensive kinetic energy conversion fiscal and tax incentive evaluation mechanism,to boost the development of new economic kinetic energy.Establish an optimal fiscal and taxation policy system,give full play to the role of fiscal and taxation policies in regulating and promoting economic growth,and enhance the strong guarantee for the development of new kinetic energy.This will help Jiangxi's economic growth maintain a high-speed,and promote the industry to the medium to high level.The economic aggregate and quality have both improved,and the road of development with Jiangxi characteristics has been developed to build a prosperous and beautiful Jiangxi.
