Research On The Balance Mechanism Of Regional Strategic Emerging Industries Innovation Ecosystem

Under the background of the new normal economic era,vigorously cultivating and developing strategic emerging industries has become an important measure to adapt to China economic restructuring and change the mode of economic development.The development of strategic emerging industries and the promotion of their core competitiveness depend on the scientific and technological innovation capability of strategic emerging industries.However,as a new paradigm of innovation,innovation ecosystem has been generally recognized by both theoretical and practical circles,which provides a new way of thinking and direction for the development of strategic emerging industries and the improvement of their innovative ability-to develop strategic emerging industries innovative ecosystem.With the development of open innovation,the strategic emerging industries innovation ecosystem has gradually formed a dynamic open system consisting of enterprises,universities,research institutes,governments,intermediaries,financial institutions and other innovators.These innovators collaborate to create scientific and technological innovation results.How to maintain the balanced development of industrial innovation ecosystem and improve the efficiency of scientific and technological innovation of industrial innovation ecosystem is an important problem to be solved urgently in the "innovation driven development strategy" of China and other regions.Firstly,the paper analyzes the research status of strategic emerging industries,innovation ecosystem and resource allocation at home and abroad,summarizes the deficiencies of existing research,and puts forward that it is of great significance to construct the balance mechanism of strategic emerging industries innovation ecosystem.On this basis,this paper analyzes the structure and function of the strategic emerging industries innovation ecosystem,defines the balance level of the strategic emerging industries innovation ecosystem,and lays stress on revealing the balance mechanism of the strategic emerging industries innovation ecosystem and designs the balance mechanism framework.Secondly,the resource allocation model of strategic emerging industries innovative ecosystem is constructed with the goal of structure balance,function balance and benefit balance,and solved by particle swarm optimization.Then the control mechanism of strategic emerging industries innovation ecosystem is constructed,including evaluation mechanism and feedback mechanism.Finally,taking the strategic emerging industries innovative ecosystem of Heilongjiang Province as an empirical study object,this paper analyzes the development status of the strategic emerging industries innovative ecosystem,studies the resource allocation mechanism,evaluation mechanism and feedback mechanism of the strategic emerging industries innovative ecosystem of Heilongjiang Province,and gives suggestions on Balanced Optimization of strategic emerging industries innovation ecosystem of Heilongjiang Province.The purpose of this paper is to provide theoretical support and decision reference for improving the efficiency of scientific and technological innovation of strategic emerging industries and sustainable development of strategic emerging industries innovation ecosystem.
