Research On The Current Situation And Countermeasures Of The Economic Responsibility Audit Of The Township Party And Government Leaders In Baoying County

How to supervise the use of the power of the leaders in our country is a long-standing concern of the central government.Since the 1980s,after the government audit system was restored in China,the theoretical and practical circles have actively discussed the economic responsibility audit.After over 20 years' research,the economic responsibility audit system has been fully implemented within the scope of our government in the early 21 st century,which has played an important role in promoting the standardization of rights?anti-corruption?high-quality economic development and comprehensive reform and has become an important force in the power restriction and supervision mechanism of the Party and the country.Economic responsibility audit,on the one hand,has the professional skills and means to examine financial activities;on the other hand,it directly takes the main leaders as the auditing object,examining the process of leaders' fulfilling their responsibilities,evaluating the ability of leaders'economic management and supervising the power operation of them.This kind of auditing method can help to lock the power into the cage of the system,promote the leaders to use their power according to regulations,improve their management and ruling level,and more importantly,promote the healthy development of local economy,society and ecological environment.Under the background of steadfastly and comprehensively governing the Party,improving the Party's governing ability and leadership level,and perfecting the supervision system of the Party and the country,and on the basis of relevant literature research at home and abroad,this thesis uses the theory of public entrusted economic responsibility and the theory of public choice to analyze the role of economic responsibility audit in supervising the power of leaders in villages and towns.Based on the development of Baoying County Township Economic Responsibility Audit Project,this thesis analyses the current situation of Baoying County Economic Responsibility Audit,and finds out the problems and relevant causes by using the specific case of A Town Party Committee Secretary Audit.Finally,according to the actual situation of Baoying County,six countermeasures and suggestions are put forward.
