Study On Differentiation Rate Premium Of Winter Wheat Regional Yield Insurance In Gansu Province

Agricultural production holds the economic lifeline of a country,and only food security can provide people with the most basic security and security.Therefore,effectively avoiding agricultural production risks and ensuring food supply have become the focus of increasing attention,providing security for the agricultural income of farmers in the northwest.Gansu province is located in the inland area of northwest China,and the drought risk within the province is generally increasing from west to east.The biggest risk facing crop planting is drought risk,which is likely to lead to insufficient water supply and serious yield reduction of winter wheat in the important growth stage.Gansu province,winter wheat crop insurance,insurance is to enjoy at the central level subsidies and Gansu province cities(state)of winter wheat insurance using a flat rate,such easy to cause the risk of moral hazard and adverse selection risk,discouraged farmers insured,and premium subsidies cross mismatch between regions phenomenon in policy-related agricultural insurance subsidies mechanism inefficient.In order to further highlight the difference between regions of winter wheat drought risk in Gansu province,this paper took cities as the risk division units,determined the differentiated pure rate of drought risk.This paper collected 11 cities in Gansu province of winter wheat yield data from 1987 to 2016(because of difficulty fitting,rejecting thesingularity,baiyin and jiayuguan city data),using the experience of rate method to calculate the pure rate of winter wheat under different security level,collected from gansu province four drought index and drought index,the drought risk system,set up by adopting the analytic hierarchy process(AHP)to modify the pure rate,has been under drought risk premium rate,is determined to adopt differentiation rate means of gansu province drought risk management.Differentiation based on drought risk level set rates applicable to the risk conditions in northwest China,and effectively reduce the rate of a unified moral hazard,adverse selection risk,effective incentive the insured enthusiasm,promote the compliance of an insurance company,for individual pay cost level and ability of hazard-affected don't match,fiscal premium subsidies mismatch between regions provide the direction to solve the problem.
