At present.China's economy has maintained a medium-and high-speed growth, its GDP has ranked second in the world, its contribution to world economic growth exceeds 30%,and major achievements have been made in economic construction. At the same time, our country is also facing problems that need to be solved urgently, and we must take the road of green transformationHowever, the existing research literature on China's industrial green total factor productivity, most of them only consider carbon emissions as undesired output when considering environmental factors, and ignore the emission of pollutants such as NOx,SOz,PM10 and PM2.5 to industrial green. The impact of total factor productivity. It is based on the above background that this article attempts to take the perspective of a broad low-carbon economy and take Tianjin as an example, first to measure the air pollutant emissions of various industrial sectors and to analyze the structural decomposition, and then to use NOx,SO2,PM10 and PM2.5.The emission of such pollutants as undesired output measures the total factor productivity of green industries in Tianjin, and compares it with the traditional total factor productivity to try to draw more abundant conclusions. It has certain expectations for industrial development and energy consumption in Tianjin.Targeted policy recommendationsSpecifically, after briefly explaining the background of the topic and discussing the research significance of this paper,we first sort out related research results at home and abroad;then we introduce the related theories of loxw-carbon economy, economic growth mode, total factor productivity, and green total factor productivity. The basics and the measurement methods for total factor productivity and green total factor productivity are summarized, aiming at theoretically laying a foundation for the subsequent quantitative research;then, the air pollutant emissions of various industries in Tianjin are estimated, and the input products are used. The Structural Decomposition Analysis Model(IO-SDA)analyzes the structural factors of the influencing factors of atmospheric pollutant emissions in various industries in Tianjin and decomposes the influencing factors of atmospheric pollutant emissions into energy intensity effects, energy structure effects, and production technology effects. And the four effects of final demand effect;afterwards, using SBM directional distance function and Malmquist productivity index, energy consumption and environmental pollution were integrated into the framework of total factor productivity accounting system, and Tianjin's various industry industries were measured for green total factor productivity from 2003 to 2016.With and without considering energy consumption and Traditional total factor productivity environment pollution comparative analysis; Finally, according to the results of empirical research, policy proposals to reduce emissions of atmospheric pollutants in Tianjin.
