The Construction Of Green Development Index And Study On Regional Differences With Green Growth Potential In Consideration

The concept of green economy was first proposed by Pearce in 1989,and most scholars defined green development as a new form of coordinated and sustainable development of economy,society and ecology.In face of increasingly serious crisis of resources and environment,countries all over the world are exploring a green and harmonious road for development.Under the background of green industrial revolution,green economy in China is also under pressure of various aspects from both home and abroad.Since the concepts of Beautiful China,Ecological Civilization Construction,the Five in One and Five Development Concept were put forxward,the government has put great importance on the green development.So it needs to use an objective and scientific way to evaluate the level of green development and reflect the real condition of economy.Based on the connotation of green development,this paper selects 4 first-level indicators,which are the allocation of resources,the protection of environment,the economic output and the green growth potential,and 23 secondary indexes to build an index system of green development.Then it evaluates the development level of 30 provinces and cities in China from 2006 to 2015 and makes an analysis of regional difference using the method of principal component analysis and cluster analysis.After that it also analyzes their scores of primary indexes and ranks them.The results show that the condition of green development in China improves year by year,and the inter-provincial gaps are narrowing continuously.However,polarization still exists,and the overall pattern of green development does not change a lot.The eastern region has the highest level of green development but the internal gap is also the largest.The overall development of the central region is relatively balanced,and the gap with the east is narrowing.However,it still performs much worse on economic output.As to the western region,although it’s underdeveloped,it has an advantage on green development potential over the central region.Finally,this article tries to explain the reasons of regional difference from three aspects,the economic development,technology and education,and the support of policy.Then it analyzes the advantages of three major regions according to their performances in various indicators.It shows that the eastern region has a distinct advantage over the level and structure of economy and the level of science.The western region has highlighted the government’s support and attention to the green economy,meanwhile,there are no obvious advantages or disadvantages in the central region.Based on that,it puts forward some corresponding recommendations at last.
