Research On Fixed Assets Management System Of Public Institutions

As an important carrier for the state to exercise public functions,public institutions play an essential role in the social operation,and the fixed assets of public institutions are the material guarantees for their effective performance.China's public institutions have a huge scale of fixed assets in complex and diverse forms.In order to regulate fixed asset management activities,the state has introduced a series of policies and regulations in recent years,but fixed assets management is still fragmented and cannot form a unified system.In the process of the fixed assets management of the public institutions,there exists problems that people and systems,process monitoring and management systems have not been able to form a synergy,and the entire process cannot be optimized.The study found that public institutions can learn from the management system's ideas and methods to improve their management efficiency,and it is of great help to strengthen internal control and reduce risks.According to theoretical basis of the management system,the research proposes the structure of the fixed asset management system of the institution.The system consists of fixed asset management policy,planning,implementation and operation,inspection and management review.On the basis of key elements of internal control and PDCA cycle model requirements,the operation model of the fixed assets management system of the institution was constructed,and the systems,posts,processes,information management system and performance evaluations of the fixed asset management system were studied and analyzed.To maintain an effective management system,this paper discusses the supporting operation conditions,including correct fixed asset management awareness,standardized management activities,smooth information exchange and communication,and sound internal supervision.Finally,the paper applies the above theoretical research to practical application.Based on the Institute of Basic Medical Sciences of the Chinese Academy of Medical Sciences,the paper attempts to introduce the ideas and methods of the fixed asset management system,and establishes and explores a set of fixed asset management system according to the research content.
