Research On The Supervision Of Market Subject Under The Background Of Commercial System Reform

In 2014,the reform of the business registration system(hereinafter referred to as "the reform of the registration system" or "the reform")began,except for companies in certain industries that need to undergo capital verification when registering,the payment of registered capital of other companies doesn't need to submit capital verification reports any more,it is not necessary to pay the registered capital in one lump sum,but to make an agreement according to its own situation.At the same time,the state has successively cancelled some unnecessary administrative licenses,and the vast majority of pre-license approvals have been changed to post-license approvals^it can greatly reduce the requirements for entry and registration of market entities.The enthusiasm for entrepreneurship has soared throughout the country,the number of new enterprises has risen sharply,and the economic development has been unprecedentedly active.However,the reduction of restrictions on the entry of market players does not mean that the supervision of their entry will be relaxed.On the contrary,the principle of "one loose,one tight" and "one wide,one strict" should be adhered and the follow-up supervision should be strengthened.To this end,October 2015,The State Council issued the Suggestions on Strengthening Post-event Supervision after the Reform of"Documentation First and Certification Later"to establish a post-incident supervision mechanism with clear responsibilities,high efficiency and transparency,strengthen coordinated supervision in multiple sectors,and maintain a fair market order.On January 23,2017,the State Council issued the 13th Five-Year Plan for Market Supervision,it clearly states that it is necessary to understand and grasp the laws governing the development of the market economy.It provides strong supervision and guarantee for the orderly and healthy operation of our market economy.This shows that the importance of market regulation after the reform is even more prominent.First,this paper points out the background and significance of the topic,summarizes the relevant research results of market supervision,explains the research methods and contents,points out the innovation points of the paper.Then,the concepts and theories of market supervision are expounded,and the new situation of market supervision after reform is analyzed,the case of the T district of T city is taken as an example.This paper summarizes the measures and results of implementing the reform of the business system in the region,summarizes the specific practices of the market supervision in the T area of T city.It points out the existing problems of market supervision in the T area after the reform,such as:the existing laws can not meet the existing regulatory needs,the current regulatory model does not adapt to the new market situation,the lack of regulatory power in the Internet market,the abuse policy of market subjects,the imperfect credit publicity system,the heavy penalties and light managements phenomenon,the lack of supervision in new consumption areas.Finally,the paper finds out the cause of these problems,the main reasons are the lack of special market supervision laws,the lack of market supervision concepts and methods,the lag in the construction of credit information sharing platforms,the limitations of credit supervision at the current stage,the number and quality of market supervision team personnel,and the lack of basic law enforcement protection.Finally,some countermeasures and suggestions for improving market supervision put forward and the research conclusions are drawn.
