At present, the society and economy are developing at a rapid pace.In order to seek development and strengthen economic strength, the provinces have begun to OFDI.At the same time,in order to cope with the current fierce international market competition, provinces urgently need to improve their local technological innovation capabilities. The international technology spillovers obtained through OFDI are an important means to improve technological innovation capabilities. The Yangtze River Economic Belt has a superior geographical advantage and is a major national strategic development area in China. In 2016,Yangtze River Economic Belt's OFDI flow reached 18.123 billion dollars, with a growth rate of 27.56%,accounting for 30% of the country's foreign direct investment flows. The R&D output of the Yangtze River Economic Belt is also showing a storm growth. In 2016,the sales revenue of new industrial products above designated size in the Yangtze River Economic Belt reached 930.472 billion yuan, with an average annual growth rate of 24.69%;the number of patent applications granted in the Yangtze River Economic Belt reached 81.27.Ten thousand pieces.Yangtze River Economic Belt's OFDI and technological innovation have developed rapidly, and the correlation between the two has attracted more and more attention from scholars. However, most of the current research focuses on the location of OFDI,the influencing factors and the reverse technology spillover effect. Most of the research objects are regions with high national or economic strength, with the region as the research object and the correlation between the two. Therefore, this paper selects the spatial econometric model and takes the Yangtze River Economic Belt as the research object to study the correlation between OFDI and technological innovation capability of the Yangtze River Economic Belt. This paper analyzes the existing literature and basic theory, and systematically introduces the principle of OFDI theory and reverse technology spillover effect. In addition, combined with data and graphs, this paper analyzes the status quo, characteristics and development trends of OFDI and technological innovation in the Yangtze River Economic Belt, and finds that OFDI and technological innovation have regional differences and spatial agglomeration. In the above theoretical research, this paper combines the panel data of the Yangtze River Economic Belt region to test the stochastic technology spillover of OFDI in the Yangtze River Economic Belt and the stability, robustness and spatial autocorrelation of technological innovation. Then, construct a suitable spatial weight matrix, combine a series of correlation tests, and select a Spatial Dubin Model using double fixed effects to model and analyze the correlation and impact of the Yangtze River Economic Belt's OFDI and technological innovation capabilities, and analyze its direct and indirect effects. The conclusions of the study show that the scale of OFDI and the ability of technological innovation in the Yangtze River Economic Belt are developing rapidly and objectively, with obvious regional differences and spatial agglomeration;the reverse technology spillover of OFDI in the Yangtze River Economic Belt has a significant positive impact on technological innovation capability. The promotion effect can enhance the technological innovation capability of the region through reverse technology spillovers, and can promote the technological innovation capability of the surrounding provinces. Finally, based on the research conclusions and regional characteristics, this paper proposes relevant policy recommendations for reverse technology spillovers of OFDI and technological innovation capabilities from the perspective of enterprise, industry and R&D investment.
