Research On The Implementation Effect Of The Policy Of Transforming Scientific And Technological Achievements In Anhui Province

In June 2016,the state agreed to set up an independent innovation demonstration zone in Anhui Province in Hefei,Wuhu and Bengbu.The strategic deployment is of great significance to the economic development and transformation of scientific and technological achievements in Anhui Province.During his visit to Anhui Province in 2016,General Secretary Xi Jinping fully affirmed the efforts made by the province as a major science and technology province in carrying out scientific and technological innovation work.However,there is no end to development.Anhui Province is also actively implementing the relevant national innovation policies and is also formulating some local science and technology innovation policies.Scientific and technological achievements are the product of the integration of economic and technological innovation.Promoting the transformation of scientific and technological achievements is of great significance for implementing innovation-driven development strategies and building innovative countries.How to effectively realize the industrialization of scientific and technological achievements and use it to promote social and economic development has become the focus of work in various departments.Therefore,studying the implementation effect of the transformation policy of scientific and technological achievements in Anhui Province plays an important role in promoting the transformation of scientific and technological achievements and improving the policy system for transforming scientific and technological achievements.This paper analyzes the achievements of the implementation of the policy of transforming scientific and technological achievements in Anhui Province from the vertical and horizontal dimensions.First of all,find and read a large number of literatures on the transformation of scientific and technological achievements,on the basis of which a brief introduction to the relevant concepts and theoretical basis of the transformation of scientific and technological achievements.Secondly,the policies of the transformation of scientific and technological achievements in Anhui Province from 2001 to 2018 were collected and classified.The status quo of the transformation policy of scientific and technological achievements in Anhui Province was analyzed in depth from the number of policies,the types of policies,the main body of the publication and the scope of application.Finally,n index system is constructed to evaluate the effect of the implementation of the policy of transformation of scientific and technological achievements in Anhui Province.The principal component analysis method was used to make an empirical study on the effect of the implementation of the policy of transformation of scientific and technological achievements in Anhui Province from 2012 to 2016.The effect of policy implementation in Anhui Province from 2012 to 2016 was compared vertically,and the effect of policy implementation in the six central provinces in 2012-206 was compared horizontally.The vertical comparison shows that the implementation of the science and technology achievements transformation policy in Anhui Province has achieved good results,the scores of the comprehensive policy scores and the three types of policies have increased year by year,and the scientific and technological progress has promoted the healthy development of the economy.The implementation of environmental policy-based implementation of scientific and technological achievements is the best,and the effect of demand-based policies is second.In comparison,the supply-type policy has the worst effect,and the investment of a large amount of funds and scientific and technical personnel has not achieved the desired results.The horizontal comparison shows t that the effect of implementing the policy of transformation of scientific and technological achievements in Anhui Province is not as good as that in Hubei Province,ranking second among the six central provinces.The effect of the demand-based policy implementation ranked first among the six central provinces,and the policy scores steadily increased.The implementation effect of the environmental policy was not obvious at first,and the subsequent development was rapid,from the fifth place in 2012 to the second place in 2016.The implementation effect of the 2012-2015 supply-oriented policy is almost the same as that of Hubei Province.In 2016,the breakthrough progress was made,and the score was higher than that of Hubei Province.The research show that the transformation of scientific and technological achievements in Anhui Province has problems such as irrational policy system,insufficient investment of scientific and technological talents and funds,lack of vitality in the technology market,and unsatisfactory environmental policy effects.Therefore,Anhui Province strengthens the top-level design of the policy of transforming scientific and technological achievements,breaks the limitations of departmental division,strengthens departmental cooperation,optimizes resource allocation,increases supply input,stimulates the demand for the transformation of the main body,stimulates the vitality of the technology market,accelerates economic development,and creates an environment conducive to the transformation of scientific and technological achievements.
