As the largest financial institution in the province,Y Provincial Rural Credit Cooperative has been committing to serving the"three rural"economic development and small and medium-sized enterprises in the province,providing a strong financial guarantee for the construction of the Belt and Road.In recent years,under the rapid development situation,the rural credit cooperatives have become the largest financial institution in Y province.However,there are many problems in the operation risk management of counters behind the rapid development,such as:imperfect internal control mechanism,the serious human resources problems,the flaws in the system,and the weakening of the organizational functions.The lack of risk management of counter operations results in frequent counter operational cases with large amounts which has caused considerable losses and negative impacts on the credit cooperatives.Therefore,this paper studies the problems and situations in the counter operational risk management in the Credit Cooperatives by learning from domestic and foreign operational risk management experience.The study starts from the risk prevention of counter operations,figuring out measures such as strengthening organizational construction,internal control mechanisms,human resources management and science and technology construction to solve the main problems in the operation risk management of counters in the credit cooperatives,and to improve the ability of the rural credit cooperatives to manage counter operational risk.This will secure the credit cooperatives as the main force in developing the provincial"three rural"economy,and gives a better support for the development.
