System Improvement Research Of PPP Of China Through Indian Experience

The application of PPP mode in infrastructure construction projects is a mode that is adopted more and more in the current economic environment of China.On the one hand,infrastructure construction and public services require huge capital investment.On the other hand,in addition to construction,a large amount of professional services need to be done in the operation of project.Under this circumstance,the PPP cooperation mode can reduce the financial pressure for government,and the high efficiency and professionalism of social capital can be fully utilized in the project.However,most of the infrastructure construction and public service projects have the attributes of public welfare,and the investment cycle is long and the scale of funds is large.At the same time,the investment risk is high and the income is unstable.In the case of large uncertainties in the business investment environment and policy environment,which has brought a lot of difficult for the landing of PPP projects in China.There may be obstacles and implementation,and the success rate is not guaranteed.Therefore,the purpose of this paper is to find a suitable PPP system for China by studying the successful experiences of other countries,in order to provide suggestions for the development of PPP in China.The reason why India was chosen for research is because:India has experienced rapid economic growth in recent years,and infrastructure construction projects are in full swing in its country.Its PPP projects are numerous and have a high success rate,which can be worthy of reference.This paper mainly used the method of literature research and the method of case study.Firstly collected and learned the domestic literature on the Indian PPP system research,and then deeply learned the relevant PPP system policy documents in India,combined the successful cases to carry out in-depth and meticulous analysis.Through the study of the Indian PPP system,I believe that Chinese PPP system should be perfected through three aspects:Firstly,it needs to carry out unified legislation,which includes determining the corresponding dispute resolution mechanism;Secondly,The organizational structure of the PPP model needs to improved.Because from the experience of India I found that professional management agencies and supervisory agencies are indispensable for the success of the project.Only the full participation of the government can guarantee the healthy development of the project;Thirdly,it need to develop a corresponding PPP Supporting policies,including funding policies and approval policies.Because of the limitation of research ability and academic level of myself,the suggestions are relatively simple,but I hope that the research results of this paper can provide suggestions for the development of PPP in China.
