Research On PPP Model Of Pension Institutions In China

Since China entered the aging society,the aging population has grown rapidly.New changes have taken place in the demographic structure.With the liberalization of the fertility policy,the "421" and "422" family structure has gradually become the mainstream of society.Chinese traditional thought makes the family pension the main type of pension,while the increase of social pressure makes the young and middle-aged workers in the family overwhelmed.At the same time,China's pension institutions have some problems,such as insufficient supply,low efficiency and single service function,which can not meet the increasing material and spiritual needs of the elderly,and the government financial pressure can not support the huge construction expenditure of pension institutions.In order to achieve the goal of idealized old-age security,we need to explore a new mechanism suitable for the sustainable development of the old-age institutions,alleviate the pressure of the old-age supply,improve the supply level of the old-age services,and achieve social stability.This paper summarizes the research results of scholars in domestic and foreign through literature research method,expounds the concept of PPP model,makes an analysis of the necessity and feasibility of applying PPP model to the construction of pension institutions in China,and summarizes the current situation of the development of pension institutions and the risks of applying PPP model to the construction of pension institutions in China.This paper summarizes and analyses some successful experiences of PPP pension at home and abroad through case analysis method.In view of the risks of PPP model in China's pension institutions,the paper puts forward corresponding countermeasures and suggestions.Specifically,it includes the following aspects: firstly,to improve the policy system of supporting the development of pension institutions with PPP model.Secondly,to improve the relevant laws and regulations of PPP model.Thirdly,to innovate the way of asset securitization financing.Fourthly,to improve the market system of PPP projects in pension institutions;and finally,to speed up the training of PPP pension project professionals.
